Description
The purpose of this Request for Information (RFI) is to ascertain the capabilities of Small Businesses to provide system implementation and services support for the Performance Accountability and Standards System (PASS) Program as outlined below. This is not a request for proposal. Responses to this notice are not considered offers and can not be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Respondents should not submit any proprietary information when responding to this notice. Respondents should also note that the government will not return any information submitted in response to this notice. The Government is not responsible for any costs incurred by respondent’s regarding any responses to this RFI. In accordance with the Aviation and Transportation Security Act (ATSA) of 2001 (Public Law 107-71), TSA must perform an Annual Proficiency Review (APR) of its Security Officer workforce. The specific requirements are: “The Under Secretary shall ensure that an annual evaluation of each individual who is assigned screening duties is conducted and documented. An individual employed as a Security Screener may not continue to be employed in that capacity unless the evaluation demonstrates that the individual: 1. Continues to meet all qualifications and standards required to perform a screening function; 2. Has a satisfactory record of performance and attention to duty based on the standards and requirements in the security program; and, 3. Demonstrates the current knowledge and skills necessary to courteously, vigilantly, and effectively perform screening functions.” In order to comply with these requirements, TSA contracted with vendors to design, develop, and implement a performance management system to support the annual end-to-end APR evaluations process. The systems component is the automated tool used to support the collection, reporting, and documentation of the performance assessment and evaluation information. The system also provides the objective results of performance evaluations used as the basis for the TSO pay-for-performance initiatives. The system component includes: • A web-based performance management application that will serve as the “system of record” for historical, current, and future performance management records. • The input of performance evaluation results through manual data entry. • Real time and batch interfaces with both TSA internal and other Contractor external systems. (e.g. Online Learning Center (OLC), National Finance Center, Office of Chief Counsel, and Integrated Hiring Operations and Personnel). • Database Administration and support to ensure data integrity and data quality. • A Scoring Logic application for calculating the final rating of TSA workforce with input from the PASS Database and OLC. • Management information reporting capabilities to compile, stratify, analyze, and present historical and current information, using dashboards and both standard and ad-hoc reporting functionality. • Adherence to a software development lifecycle methodology. • Configuration management that conforms to TSA’s Enterprise Architecture and Interfaces. • An open architecture which is non-proprietary and flexible. • Software and hardware hosting. • Production support to include continuity of operations. • (Tier I) and (Tier II) Help Desk support services, for both technical and Performance Management Program process related items, to employees, supervisors, managers, rating officials, and other categories of users, with varying degrees of system access. The services support component of the PASS Program provides support for the development and execution of the PASS technical assessment and evaluations. The PASS technical assessments and evaluations are used to determine a security officer’s applied knowledge of security screening procedures. The Services Support component includes: • Program Management and status reporting to support PASS fiscal year objectives. • Creation of assessment tools to support proficiency testing for TSA positions covered under PASS. • Maintenance of all assessments and evaluation tools • Development, packaging, and delivery of all performance management program certification and training curriculum for train-the-trainer evaluators (scenario based evaluations train-the-trainer). • The development, maintenance, and update of the Evaluation Master Schedule with updates from the airports • Logistic support for conducting assessments and evaluations including purchasing, warehousing, shipping & receiving, and replacement of standardized test kits and other equipment or tools needed for evaluation. • Pilot PASS tests to designated airports prior to full scale roll out. • Program integrity monitoring (Independent Verification &Validation) of the PASS evaluation process at the airports. All interested Small Businesses should submit a description of their capabilities to meet all of the above requirements. All submitted statements are to be no longer than 4 pages. This request is for market research purposes only. All responses are due no later than 5:00 p.m. (EST) on December 15, 2008.
