- NASA, Kennedy Space Center intends to negotiate a sole-source contract with theDepartment of Mechanical and Aerospace Engineering at Utah State University, with StephenWhitmore serving as the Principal Investigator (PI). The PI shall provide a curriculumpackage for Lunar Lander Training/Research Vehicle (LLT/RV) as part of the NASAExploration Systems Mission Directorate (ESMD) Senior Design Course. The action is basedon a 2006 NASAs ESMD partnering with the National Space Grant Consortia to initiate twonew Educational Projects: (1) The ESMD SG Student Project; and (2) The ESMD SG FacultyProject. The requirement was initially solicited to the National Space Grant Consortia(SGC) in October 2007. The National Space Grant Consortia was established by Congress in1988 and implemented by the National Aeronautics and Space Administration in 1989, theNational Space Grant College and Fellowship Program (also known as Space Grant)contributes to the nation's science enterprise by funding research, education, and publicservice projects through a national network of 52 university-based Space Grant consortia.These consortia administer programs in all 50 states, the District of Columbia, and theCommonwealth of Puerto Rico. The consortia's 820 affiliates include 531 academicinstitutions and 80 businesses. Other partners include state and local governmentagencies, other federal agencies, and nonprofit organizations. The National SGC networkwas utilized to advertise this opportunity due to their diverse and widespread networkinto higher educational institutions, and the previously established partnership for theESMD Space Grant Faculty Project. The solicitation was sent to all 52 Consortia, and eachof them forwarded it to their affiliates, who in turn forwarded it to engineering facultyin their university. By utilizing this network thousands of university faculty wereinformed about this solicitation. This action represents the announcement and award phaseof the above process. Interested organizations may submit their capabilities,qualifications and/or comments on this effort to the identified point of contact notlater than 4:00 p.m. local time on December 15, 2008.
