- This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91CRB09T0020 Requirement is for 100 (Each) Hand operated, non electric, laundry washing machines with wringer, basin and washer. The government is seeking brand name or equivalent of Lehmans Hand Washer (manufacturers part number 32823325). The Government will consider other brand equivalents provided that salient characteristics are equal to or superior to the cited item. Salient characteristics for this requirement can be found in the Statement of Work attached as a separate file to this announcement (W91CRB09T0020SOW). This requirement is in support of the Rapid Equipping Force. The Government intends to award a Firm Fixed Price (FFP) type contract. Contractors are requested to provide FOB Origin pricing for the quantities indicated as well as a delivery schedule. Desired delivery is within six (6) weeks of contract award. Items require DCMA inspection at consolidation point. Contractors will use Wide Area Work Flow (WAWF) for DCMA QAR Inspection/Acceptance. Upon completion of Inspection/Acceptance by DCMA via WAWF, REF transportation manager will coordinate pick up of deliverables. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This contract will be awarded on an all or nothing basis. An offeror shall complete only paragraph (j) of 52.212-3 if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision and provide it with offers. The clause at 52.204-7, Central Contractor Registration; 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
