- Description
- The United States Marine Corps (USMC), Marine Corps System Command (MCSC), MAGTF Command and Control Integration (MC2I), Radar Systems Program Manager is seeking information on the ability to adapt an existing correlation and fusion capability into the TPS of equipment. For the purposes of this requirement, Correlation is defined as: The management of multiple target solutions as produced by the AN/TPQ-46, AN/TPQ-48, Ground Counter Fire System (GCFS) and eventually the Ground/Air Task Oriented Radar (G/ATOR) Increment II. This management will result in the reduction of duplicate target reports and an increased credibility of targets via detection, location, and target confirmation produced by more than one sensor. For the purposes of this requirement, Fusion is defined as: The integration of partial target returns, clutter, or false track data from the AN/TPQ-46, AN/TPQ-48, GCFS and eventually the G/ATOR increment II, to produce actionable targets that would otherwise not be reported by any of the above sensors. Additionally, the integration of partial and whole target returns, clutter, or false track data from the AN/TPQ-46, AN/TPQ-48, and the GCFS that result in actionable target data that is more accurate to ground truth which could have been produced by any of the above sensors by themselves. The Statement of Need (SoN) received from MCCDC for TPS contained an Objective requirement to "correlate and fuse" (C&F), target data that is received by the TPS. This RFI is being released in order to lay out the actions required to form a response to this requirement. It is the intent of the Program Office to gather information about existing efforts and or programs that have applicability to this requirement. Once the level of applicability is determined, recommend a course of action that satisfies the requirement. The Program Office assumes that an existing system can be adapted to meet these requirements and does not intend, at this time, to enter into a new development effort. This capability will be used to support the USMC direct and indirect Target Acquisition and Friendly adjust fire missions on current and future Mortar, Artillery, Rocket, and Missile systems. The desired approach is, Software/firmware/hardware that is easily adaptable to the Advanced Field Artillery Tactical Data System (AFATDS) and/or Common Hardware Suite (CHS) computers. Specialized processor platforms are not desired. Input Data- Data input via Single Channel Ground and Airborne Radio System (SINCGARS)/Enhanced Position Location Reporting System (EPLRS) is desired. Hardwired/Fiber Optic input not desirable due to the TPS Concept of Operations. Program Maturity- Fielded Department of Defense systems desired, fully funded developmental systems preferred over Science and Technology (S&T) only systems. Technology Readiness Level- TRL of 6 or higher is desired. The Program Office realizes that the existing bandwidth and message sets between the sensors and AFATDS can be a limiting factor. It is the intent of this RFI to determine how much of the C&F can be accomplished using the existing bandwidth and message sets. If unfavorable performance gains are expected, then the Program Office would have to investigate the level of effort to add message sets and/or pursue wider bandwidth communications. Interested contractors should identify their systems/programs to the Contract Specialist. Questions/comments and general responses should also be submitted to Janet Garten by 22 December 2008. Please submit all information to Commander, Marine Corps Systems Command, Attn: Ms. Janet Garten, 2200 Lester St, Quantico, VA 22134-6050. All hand carried deliveries (including UPS, FedEx, etc.) shall be delivered to 3041A McCawley Avenue, Quantico, VA 22134. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, OR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED. NO SOLICITATION DOCUMENT EXISTS.
