- NASA/HQ is hereby issuing this sources sought synopsis to obtain information aboutpotential sources for preparing and conducting compliance reviews pursuant to Section 504of the Rehabilitation Act of 1973 (Section 504) as amended. The contractor will besupporting NASA extensively in conducting Section 504 compliance reviews on institutionsreceiving NASA financial assistance. The contractor will prepare and conduct on-sitecompliance reviews pursuant to Section 504 in th ehighly technical and professionalsettings, such as the university sciences and engineering department;researchlaboratories; planetariums and museums; or similar contexts. Services includebut are not limited to: Provide expertise and knowledge based on having conducted Section 504 compliance reviewsin the higher education or public services context to NASA on Section 504 compliance,particularly regarding regulatory provisions pursuant to these laws.Review and analyze information, statistical data, and other materials provided by thesubject institution in response to NASAs information requests(s).Review and analyze specific compliance information.Participate in on-site interviews, and follow up onsite interviews of programbeneficiaries and administrative and professional staff at grant recipient institutionsduring onsite reviews.Conduct desk audit reviews.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of 10 pages or less indicating theability to perform all aspects of the effort described herein.Your capabilitiesstatement shall include your companys past experience in conducting Federal civil rightscompliance reviews under Section 504 and include whether the company (or somebody at thecompany) has actually conducted Section 504 compliance reviews at grant recipientinstitutions such as institutions of higher learning, or entities serving the public. Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. All responses shall be submitted to Raymond R. Jones IV no later thanDecember 19, 2008. Therefore, business size should also be included in response.
