- Synopsis: Added: Dec 10, 2008 OFFICE: GSA FAS/AASD SUBJECT: Brand Name Miltope M915 Laptop with 160GB Harddrive or equal DUE: 12:00 PM EST, 20 December 2008 POC: Ron Missildine, Customer Account Manager, Phone: (256) 895-3306; Fax (256) 895-5898 DESC: GSA FAS/AASD at Huntsville AL is requesting information on the Miltope M915 Laptop and 160 GB Hard Drive or Equal. This is a Request for Information (RFI) only. It is NOT a Request for Proposal (or solicitation) or an indication a contractual commitment will exist for this requirement. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. This notice is an announcement seeking market information on businesses capable of providing the services as described herein. GSA FAS/AASD is currently conducting market research (Sources Sought Synopsis) to locate qualified, experienced, and interested potential sources. The information requested by this RFI will be used within GSA to facilitate decision making and will be disclosed outside the agency. For purposes of this RFI, the North American Industry Classification System (NAICS) code is 334111; Electronic Computer Manufacturing with a small business size standard of 1,000 employees. Delivery location is Blue Force Tracking Office, Huntsville, AL. The portable computer unit is part of the BFT Aviation system suite and is installed on the UH-60 Black Hawk and its subtypes and the CH-47D Chinook. The computer Unit must fit in the cabin section of each aircraft in a location that cannot exceed 12 inches in width, 9 inches in height and 3 inches in depth, withstand the vibrations and operating environment inherent in the UH-60 Black Hawk and CH-47 Chinook helicopters, have the ability to connect to an external (vehicle) power source 18-30 VDC, have an internal power source that operates at least five hours without recharge, replacement, or connection to an external power source, have four large keys in addition to a standard QWERTY keyboard 1 inch by.5 inch that can be software controlled function keys, and have maximum weight of 8 pounds. Additionally, the computer unit must operate in an environment between 0 and 125 degrees Fahrenheit at up to 95% Humidity, have Interface connectors that are MIL-STD designs to reduce failures, and increase Mean Time Between Failure requirements for reliability. The attached specification dated 9 Dec 2008 identifies the additional requirements: Interested firms may submit their capabilities, and qualifications to provide the equipment in writing to the identified point of contact no later than 12:00 PM CST, 19 December 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Firms responding to this RFI are asked to provide the following information in their initial response: (1) Warranty, delivery, durability and use of the product on military aircrafts in hostile environments, (2) company's full name, business size to include small business size categories, i.e., 8(a), Service Disabled-Veteran Owned Small Business, HUBZone, etc., GSA Schedule or Government Wide Acquisition Contract (GWAC) number (if applicable), CAGE Code, DUNS number, address, point of contact, and a clear indication as to whether or not they can provide the product based on the specifications in the BOM. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. The computer uses the Intel™ Pentium® M CPU family platform. The Portable Personal Computer (PC) based solution is an environmentally enhanced, transportable package. It may be used in a portable configuration or mounted in a vehicle. The two standard DDR2 SODIMM positions (200-pin 1.8V) provide a 64-bit data bus between the system memory and the processor. The computer is configured to run 2GB of DDR2-533 (PC2-4200) system memory in Dual Channel mode. 4.1.3 KEYBOARD ASSEMBLY 86 Key backlit keyboard with integrated 3 button Hula Point pointing device, 12 function keys and a Blackout key. Both the keyboard and the pointing device utilize industry standard PS/2 interface. The keypad membrane is tactile feel, durable silicon rubber construction. The keyboard is backlit for night operation 4.1.4 INTERNAL DISPLAY The Liquid Crystal Display (LCD) assembly is an internally mounted flat-panel type. The standard display is a Sunlight-Readable (Milbrite ELG 2) 14.1” diagonal active matrix color with a resolution of 1024 X 768. The display is readable to a maximum illumination of 100,000 LUX. An anti-glare coating is used to reduce reflections and enhance contrast. Dimming control via the keypad is included for night operation. Display is also outfitted with an integral touchscreen providing an additional user interface / input method. 5.0 POWER SUPPLY SUBSYSTEM The computer unit operates directly from 18-32 VDC via the MS3476W14-4P power connector mounted on the rear of the unit. A tethered metal dust cap is also provided. The power supply system includes transient and reverse input protection and an internal charger for the removable batteries. Typical power input is 50 watts continuous when not charging batteries. Maximum power input is 75 watts when unit is operating and charging two depleted batteries and 80 watts when unit is not operating and charging two depleted batteries. (Battery charge rate is higher when unit is not in operation.) 5.1.1 BATTERY The computer comes standard with one (expandable to two) 79 Watt-hour Lithium Ion battery (Industry standard DR36 form factor). Nickel Metal Hydride batteries are also supported. The batteries feature an industry standard form factor, protective contact covers and an onboard charge status indicator. The batteries incorporate Smart SMBus technology, which maximizes charge efficiency and integrates with the windows OS ACPI power management functions. Operational run time on battery power is shown below.
