- Kandahar Airfield Regional Contracting Center (KAF-RCC) Notice of Intent to Award Other Than Full and Open Competition 1.0. Type of Notification: Notice of Intent to Award to Only One Responsible Source IAW FAR 6.302-1. This is a notice of intent only; the purpose of this notice is to acquire knowledge about potential qualified sources. Description: Commodity: HESCO Accommodation Bunkers (HAB). HAB’s are small arms/indirect fire resistant structures that will be utilized for military operations and security. Attached to this notice is a pamphlet that contains the characteristics of the HAB structures for public review. The HAB structures have been certified by QinetiQ and the United States Army Corp of Engineers (USACE) as being capable of resisting small arm and indirect fire the size of large mortar rounds. The HAB’s will be utilized as living quarters and must provide capability to resist small arms and indirect fire. As found in the attached pamphlet, the HAB’s are also weather resistant, ready made, and easily shipped in large quantity. 3.0. General Information: Information submitted in response to this notice of intent is to be used for planning purposes only. This notice shall not be construed as a request for proposal. The Government does not intend to award a contract on this basis, or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the government will accrue as a result of a submission or of a response or use of such information. Please return capability statements by 4:00 p.m., Kabul Local time (+4:30 GMT) on 23 December 2008. Respondents may be contacted for additional information. A letter stating your interest or requesting a copy of the solicitation is not sufficient to determine contractor capability. NO SOLICITATION IS AVAILABLE AT THIS TIME and no date has been established for RFP issuance. Point of Contract for this notice is SSgt.
