Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the NHLBI, Division of Intramural Research, intends to negotiate and award a purchase order on a noncompetitive sole source basis to Amnis Corporation, 2505 Third Avenue, Seattle, WA., 98121-1480 to purchase an Annual Service Contract - for Item #500310 Image Stream Cytometer System S/N COMM12, to include two (2) Lasers Model 405nm, and 658nm, for the period of one (1) year. Background information: The Flow Cytometry Core of the DIR, NHLBI, NIH performs flow cytometric analysis and sorting services for the DIR, NHLBI and utilizes highly sophisticated instrumentation known as fluorescence activated cell sorters. Purpose and Objectives of the Procurement: The Flow Cytometry Core functions as a service facility within the NHLBI and must maintain full capability of all instrumentation. Preventive maintenance contracts are needed for this instrument to keep it in good working order and ensure rapid response in case of failure or a decline of performance. Statement of Work: The service agreement shall include: * Two (2) Preventative Maintenance visits per year * Guaranteed phone support within 1 business day and on-site coverage within 3 business days * All parts covered for any failure other than misuse * All Scientific, Software and Service labor covered for on-site, phone, remote computer connection, and email support. * All software releases to IDEAS and INSPIRE included free of charge during the coverage interval. * Training registration fees waived for two course attendees per year for any Amnis-offered training. Half-price registration for all additional course attendees. * All SpeedBead and Sheath reagents are supplied free of charge on a quarterly basis. Government Responsibilities: The Flow Cytometry facility will provide to the engineer access to the appropriate instrumentation. The Head of the Flow Cytometry Section is responsible for review, approval and adequacy of work. E. Reporting Requirements and Deliverables: Since work is to be performed in government facilities, i.e. within the Flow Cytometry Core laboratory, work is monitored by FCS personnel with no written report. F. Program Management and Control Requirements: The existing internal program management will be utilized for this work. Well established instrument quality control procedures will suffice for management of this contract. These include standard methodologies for determination of laser function. The sole source determination is based upon the fact that the equipment is manufactured by Amnis Corporation, and only the manufacturer is authorized to provide maintenance service. This acquisition is being conducted under simplified acquisition procedures. The North American Industry Classification System (NAICS) code is 811219, Size Standard $7.0 Million is applicable to this requirement. The Small Business Set-Aside does not apply. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(HL)-2008-035-DDC, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention Deborah Coulter. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
