Description
The U.S. Army Contracting Command Joint Munitions & Lethality Acquisition Center is seeking proven developers and manufacturers with extensive experience and facilities in place to upgrade the current configuration of the M4 Selectable Lightweight Attack Munition (SLAM) to its improved version, the M4E1 SLAM and to produce the M320E1 SLAM Improved Functional Trainer (SIFT). The M4E1 SLAM is a multipurpose, one-shot, anti-materiel/demolition device, compact, lightweight munition with antidisturbance and self-destruct features. The M4E1 SLAM operates in four (4) different modes: Bottom Attack (Magnetic), Side-Attack (Passive Infrared), Time Demolition, and Command Detonation (Blasting Cap). The M4E1 SLAM is designed to be readily portable and hand-emplaced against lightly armored infantry vehicles, parked aircraft, wheeled or tracked support vehicles, and ammunition or Petroleum, Oil and Lubrication (POL) storage sites. It is estimated that approximately 11,049 M4 SLAMs will be upgraded. The M4E1 SLAM includes magnetic and Passive Infrared sensors, munition controls, electronic packaging, and an EFP (Explosively Formed Penetrator) warhead. This effort will require 36 months to complete, however the first 1,296 M4E1 should be completed within 20 months with all work to include removing the warhead assemblies from the Government owned M4 munitions that are currently in Army inventory, CONUS, OCONUS, and preposition location (Prepo Ship); fabricating, validate, & test the M4E1 Base and Cover (B&C) Assemblies and associated Reusable Environmental Protective Package (REPP); fabricate, validate, & test the B&C Assemblies and Safe and Arming (S&A) assembly; installing the removed M4 warheads onto the B&C Assemblies; fabricate, validate, & test the integrity of the explosive firing train; and proving that the M4E1 munitions meet the four functional modes. The M320E1 SLAM Improved Functional Trainer (SIFT) is a compact, lightweight interactive trainer with an antidisturbance feature. The M320E1 SIFT replicates the same size and shape as the SLAM M4E1. This M320E1 SIFT is totally inert and is powered to provide feedback to the user and trainees through the use of two Light Emitting Diode (LED) lights and a buzzer. The LED light conditions whether flashing or color, or internal buzzer indicate current M320E1 SLAM status, errors or detonation. The device has the same sensor and timing functionality as the tactical M4E1 SLAM. The controls, functions, and external interfaces of the SIFT trainer are identical to the M4E1 SLAM except for the warhead and explosive firing train. Approximately 300 M320E1 Kits (1,200 M320E1 SIFTS total) will be procured for training. These units will not be a recap effort but new production. Capability must include experience and facilities for development, laboratory and field-testing, including infrared and magnetic signature testing, and fabrication of the electronic and mechanical assemblies similar to the M4E1 SLAM. The possible prime contractor must show the capability and past experience working with sensor technology, electronic circuitry, crystals, and fuzing technology similar to the M4 and M4E1 SLAM. The offeror must have facilities to store the High Explosive (HE) explosive. Some of the information related to the infrared and magnetic sensors is classified Secret. Therefore the offeror must provide evidence that they have necessary facilities to store secret information and key individuals must possess Secret security clearance. Respondents should also address their ability to perform prototype development and fabrication, failure analyses and corrective actions of electronic and mechanical assemblies containing explosives, manufacturing and assembly operations; quality control, storage on components, assemblies and explosives; to perform Load Assemble and Pack (LAP) operations; minimum/maximum production quantities; and ability to create precision EFP liners. Provide descriptive literature to substantiate your ability to meet all of the above requirements. Information being submitted should include your organization name/address/point of contact identification, capabilities, facilities, successful experience in developing, testing and producing munitions, inspection capability, size standard, and provide cage code of your facility. The current M4 SLAM was developed by Alliant Techsystems, LLC and then subsequently produced by Alliant Precision Fuze Company, LLC. All responding sources must submit their responses no later than 5 January 2009 to JM&L LCMC, ATTN: AMSCC-JML-CC, Bldg. 9, Norman Bonano, Contract Specialist, Picatinny Arsenal, NJ 07806-5000. Responses can also be submitted by email to norman.bonano@us.army.mil. It should be noted that telephone replies will not be accepted. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey.
