- The United States Department of Agriculture – Forest Service anticipates a sole source procurement under the authority of FAR 6.302-1 to: Lynda Philipp 19000 Quercus Ct. Fiddletown, CA 95629 Interested sources that are capable of providing the equivalent services listed below are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive (i.e., non-brand name) procurement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. Requirements: Professional services are required to design and populate a Micro-Soft Access database for public comment analysis. This includes design of the database to track all of the public comments received for the South Shore Environmental Impact Statement with unique identifiers for each combination of commenter and comment. The database must be designed to track people or organizations submitting comments with names, addresses, organizational affiliation if any, as well as the content of the comment. Each individual or organization may submit one to many comments on one to many subjects or areas of concern for them. The database must be designed to organize comments by the subject or area of concern expressed in the comment. The database must also be organized to link comments to the individual or organization submitting comments, so that an interdisciplinary team member can request all of the comments from a particular commenter, or all of the comments on a particular subject/concern and receive a report that can be saved electronically or printed. The database must be designed to produce useful reports, including: •a complete listing of all people or organizations submitting comments, •the comments from any commenter, •a report of the number of comments received by subject/concern, •a report of the comments received by subject/concern, The database must be designed to provide an input form with space for a response from the Interdisciplinary Team for the comment or group of comments. This package must be able to export to MSWord in a form that feeds into the “Responses to Public Comments” chapter in the Final EIS. This work will also include populating the database with all of the comments received, and organizing the subjects/areas of concern. The work includes editing of all of the Chapters of the both the Draft and Final EIS, including each of the resource specialist’s sections, checking with the team leader or specialist for meaning when the text is unclear and editing to clarify for the public. Format editing to include: •Provide consistent formatting in all sections of the document. •Formatting for publication, according to R5 standards, including setting “styles” for web accessibility. •Acronym consistency. •Citation and reference format and consistency throughout document (citations within text and in reference section). •Table, Graph, and Map format and consistency. •Create Table of Content and format for consistency. •Appendix format and consistency. •Page number referencing format and consistency. •Grammar and sentence structures. Work under this contract will be performed for the Lake Tahoe Basin Management Unit, South Shore Fuel Reduction and Healthy Forest Project Environmental Impact Statement/Environmental Impact Report. The following criteria apply in relative order of importance: 1.Professional qualifications and technical competence necessary for satisfactory performance of the required services including: Database design, including ease of input and report generation. 2.Specialized experience in the preparation of complex NEPA documents, especially for projects with high complexity and intense public interest. This included preparation of a linked Table of Contents, and multiple Appendices. 3.Specialized experience in formatting for publication on the Forest web site. 4.Specialized experience in preparing Chapter 5 References from the information in the IDTeam specialist reports and the other EIS chapters. 5.Specialized skill in editing 6.Past performance on contracts demonstrating cost control, quality work, and on-time delivery.
