- VA Medical Center (VAMC) located at 1670 Clairmont Road, Decatur, Georgia is soliciting and intend to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Architect/Engineering services. This PROPOSED CONTRACT IS SET-ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONCERNS. THERE IS NO SOLICITATION DOCUMENTS OR BIDDER/PLAN HOLDERS LIST AVAILABLE. ALL QUESTIONS REGARDING THIS ANNOUNCEMENT MUST BE IN WRITING AND SENT TO THE CONTRACTING OFFICER BY EMAIL OR BY FAX (404) 417-2945. The Atlanta VA Medical Center is currently seeking qualified and eligible Service Disabled Veteran Owned Small Business Concerns capable of performing a wide variety of Architect and Engineering (A/E) Services for multi-discipline technical services which include, but are not limited to mechanical, electrical, civil, structural, architectural, environmental and other associated disciplines as needed for required design. The total contract performance period shall consist of one twelve month base year, plus three individual twelve month option periods. The total contract amount including all option years shall not exceed $3,000,000.00 with each individual task order not exceeding $300,000.00. The guaranteed minimum amount for the life of the contract is $30,000.00. Contract award will be made based on Best Value to the Government in accordance with FAR Parts 15, 19 and 36, and will be an Indefinite Delivery, Indefinite Quantity contract. The government reserves the right to make multiple awards from the solicitation. The following supplemental information will be used to evaluate A/E firms information provided on the Standard Form 330s. The following selection criteria are listed in descending order of importance: (1) Specialized experience of the firm, both prime and consultants in design and construction of occupied space or spaces in a healthcare environment including all of the utilities and infrastructure that supports it. (2) Experience on remodeling existing and occupied spaces in a healthcare environment. (3) Professional qualifications of the firm's staff and sub-consultants who are assigned to work on projects. (4) Past performance and experience on working and/or designing VA facilities or other Government projects similar in size, scope and complexity. Please provide information for the last five years for present and past performance. (5) Geographical location of the VA Medical Center, Atlanta, Georgia. (6) Each offeror must demonstrate their ability to begin work within Fifteen (15) calendar days of contract award. (7) Each offeror must demonstrate clearly and in writing their demonstrated and proven success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in designs. Time is of the essence and all of the requested information in this announcement must be submitted to this office by no later than January 9, 2009, 4:00PM Eastern Standard Time (EST) to be considered for contract award. Failure to provide all of the requested information may render your submissions non-responsive and exclude your firm from being considered for an interviews or contract award. The contractor shall submit the requested information in three separate binders. Binder one is to be labeled number one and contain the offeror's Standard Form 330. Binder two is to be labeled number 2, and contain of all of the supplemental information not contained in Binder one with the exception of present and past performance information. Binder three is to be labeled number 3, and contain the offeror's present and past performance information. Interested firms are requested to send three sets of SF 330 binders. This is not a Request for Proposal for one specific project; the Atlanta VA Medical Center is seeking information for review of qualified A/E Firms for award of an Indefinite Delivery Indefinite Quantity contract wherein future task orders for A/E services will be negotiated for future projects. The North American Industrial Classification Code for this procurement is 541330. Standard Form 330's and the supplemental information as requested here within this announcement shall be addressed as follows: Attention, Mr. R. The business size standard for a firm to be considered as a Small Business is annual revenues no greater than the NAICS Code (541330) Business Size Standard of $4.5M. To be considered for award interested firms are reminded that in accordance with FAR Part 4.12, prospective contractors must complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in Central Contractor Registration (CCR) database (www.ccr.gov) and Vet Biz (www.vetbiz.gov), and submit a copy of their VETS 100 Report at the time of submission of their qualifications.
