- SOURCES SOUGHT NOTICE: The Norfolk District, Corps of Engineers is contemplating a contract for Time lapse still photography of construction at Ft. Eustis, VA. Start date: May 2009. Finish date: September 2011. The contractor will provide color, digital photographs of the site and buildings taken daily at [1000 hours] local time, from the same location, same direction, and same angle of elevation each time. Subject is construction of HQ TRADOC and new Band Building at Murphy Field, Ft. Eustis, VA. Each image shall have the time and date electronically noted at the time the photo is taken; automatically time and date stamped. Images, files, data of any kind from this work shall NOT be transmitted electronically over publicly accessible media without the express written consent of the Government's Contracting Officer [Corps of Engineers Resident Engineer]. The Government [Corps of Engineers] will distribute images, files or data by means it deems necessary. a. Camera location elevation at least [50 feet] above elevation of the site. The water tower south of the site appears to be a good location. b. Camera location shall provide clear view of all above-ground structures, major site work and utilities in a single image. c. First photograph not later than 01 May 09. d. Last photograph not before 01 Sep 2011. Notify the Contracting Officer [Corps of Engineers Resident Engineer] a minimum of 14 days prior to termination of photography. e. Deliver compact disk(s) without password protection, by the 5th of each month with the previous month's photographs in.jpg format. f. Each photographic image shall be minimum 7 mega-pixels, and suitable for enlargement to 8-inches by 10-inches at a minimum of 300 dpi digital printing without enhancement. g. Provide supplies and services necessary for clear, un-smudged images including, but not limited to, changing batteries, cleaning apertures, cleaning and replacing glass or plexi-glass plates, changing electronic image storing devices (disks or other media), repair or replace weather seals, and similar. h. Remove camera, supporting structures and return Government property to it's original condition. Provide touch-up coatings to match existing adjacent surfaces where coatings are disturbed. Provide fine grading to drain, top soil, grass seed and fertilizer where the ground is disturbed. i. All rights to the photographs or images, in whatever medium, shall rest with the [US Army Corps of Engineers who will maintain them on behalf of the] Government. The Government will own all work resulting from this contract / task order. The Government shall have exclusive, unlimited use of the photographs, negatives, images and other work resulting from this contract / task order. No royalty or other fees will be paid by the Government. We are requesting that all interested and qualified firms respond to this sources sought with a capability statement similar to your marketing package used in the everyday business. The Government will utilize the following information in determining acquisition strategy: (1.) Name, street address, current phone number and e-mail address of Point of Contact at the photographic firm. (2.) Number of construction projects for which the firm has provided still photographs of construction progress in the last 5 years. (3.) Name, current phone number and e-mail address of Point of Contact of at least two, and no more than four, owners or contractors for whom the photographer provided construction progress photographs in the last 5 years. (4.) Project title, project location, owner, owner Point of Contact data, for at least one fixed-mounted automated photography of construction progress in the last 10 years. Your capabilities statement must be submitted in written format to U.S. Army Corps of Engineers, Norfolk, ATTN: CECT-NAO/Gray, 803 Front Street, Norfolk, VA 23510-1096 or debora.s.gray@usace.army.mil. The capability statement must be submitted no later than 23 January 2009. This sources sought should not be construed in any manner to be an obligation on the US Army Corps of Engineers, Norfolk District part to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
