Description

This is a sources sought notice to assist NIST in seeking market research information on businesses capable of providing the services described in the Performance Work Statement provided as Attachment (1) to this notice. The purpose of this nature of this work to support the National Institute of Standards and Technology (NIST) to provide technical assistance to the NIST Mass Spectrometry Data Center in the Chemical and Biochemical Reference Data Division. The Contractor shall develop and support activities aimed at the acquisition of mass spectral (MS) data, chemical structures, Chemical Abstract Service Registry Numbers (BASRN) and names/synonyms for inclusion in the NIST/EPA/NIH Mass Spectral Library located at the following web site: http://www.nisg.tov/srd/nist1.htm and to the NIST chemistry web-book located at http://webbook.nist.gov/chemistry/. The information requested by this announcement will be used within NIST to facilitate decision making and will not be disclosed outside the agency. This is not a Request for Proposals. No Solicitation is currently available, and no unsolicited proposals will be entertained as a result of this notice. The North American Industry Classification System (NAICS) Code is 541712. The size standard is 500 Employees. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE IF YOUR COMPANY HAS RECENT EXPERIENCE WITH PROJECTS THAT ARE SIMILAR IN SCOPE TO THAT REQUIRED FOR THESE SERVICES. PLEASE PROVIDE THE FOLLOWING INFORMATION BY EMAIL TO cheryl.coxen@nist.gov BY 4:00pm, EST on December 26, 2008. 1. Description of each similar project completed by your company as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) specific information on your company’s previous experience the following types of activities: peer-to-peer collaboration with NIST scientists and engineers in a wide variety of critical applications, targeted outreach efforts with selected external communit8ies to advance the state-of the art in their subfield, development and dissemination of unique mathematical and computational tools, and research in targeted areas of applied mathematics and computer science of high relevance to future NIST measurement programs;(d) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (e) indication of how long the project took to complete from start to finish; (f) how many Contractor and, if applicable, subcontractor full time equivalents were required to complete the job; and (g) name, address, point of contact and phone number of customer organization for which the work was done. 2. Current socioeconomic status of your company as it relates to NAICS 541710 with a size standard of 500 employees (see NAICS table at http://www.sba.gov/idc/groups/public/documents/sba_homepage/serv_sstd_tablepdf.pdf). 3. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov.
