Description
The U.S. Geological Survey, Wisconsin Water Science Center, Middleton, WI intends to make award on a sole source basis to Marshfield Clinic Research Foundation (MCRF) to analyze water samples from the Menomonee River Watershed in Milwaukee, WI within the Milwaukee Metropolitan Sewerage District planning area and directly tributary to the planning area. Samples will be analyzed for presence of five types of human gastrointestinal viruses. The contractor will provide analysis, research advisory assistance, and manuscript preparation assistance. The period of performance for the required services is base period 1 Jan 09 through 31 Dec 09 plus two option periods. MCRF is the only known source for this requirement because of the testing and evaluation methodology they utilize to analyze the level of inhibition. They are the only source with the following capabilities: detection of viruses, quantitation of viruses, identification of specific viruses, and determination of infectivity of viruses. Viruses will be detected by real time quantitative reverse transcription-polymerase chain reaction (qRT-PCR) and TaqMan probe. The level of inhibition to the RT-PCR reactions, due to the elevated level of naturally occurring compounds in stormwater samples, will be evaluated with an internal inhibition control in every sample. Selected samples that are RT-PCR positive for enteroviruses and adenoviruses will be further analyzed for the number of viable infective virions by cell culture and detecting the negative replicating RNA strand of enteroviruses or mRNA strand of adenoviruses. They have developed an approved Quality Management Project Plan to analyze samples specifically for these viruses. Additionally, they have performed identical services under prior contracts; it is imperative that the current analysis be conducted using the same methodology. The NAICS code is 621511. In accordance with FAR 5.207, all responsible sources may submit a proposal which shall be considered by the agency. However, THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No additional synopsis will be published. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(2).
