- Naval Sea Systems Command (NAVSEA) intends to award a five year (60 month) ordering period Basic Ordering Agreement under solicitation N00024-09-R-5302 to Northrop Grumman Corporation, Electronic Systems, of 65 Marcus Drive, Melville, NY 11747 on a sole source basis for repair parts, repair, and maintenance services in support of the AN/SYS-2(V) Integrated Automatic Detection and Tracking (IADT) Systems. The contractor shall furnish services and materials necessary for the repair, alterations, field changes, overhaul, refurbishment, maintenance, engineering services and design agent support for the AN/SYS-2(V) IADT systems. NGC-ES is the original designer, developer, and the sole producer of the AN/SYS-2(V) IADT systems. As such, NGC-ES is the only known firm possessing the requisite technical expertise and background to perform and provide all necessary services, facilities, resources, management and engineering required to produce and deliver the hardware and nece! ssary reports being produced under this contract in a cost effective manner while minimizing the impact on the AN/SYS-2(V) deliveries to the Navy. The contract will be issued pursuant to 10 USC 2304 (c) (1), Only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.303. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Informat! ion received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
