Description
NIH plans to issue a Request for Proposal for safety engineering, owner advocacy and management support services to primarily be performed on the NIH campus in Bethesda, MD. Other facilities may include the NIH Animal Center, Poolesville, MD, the National Institute of Aging, Gerontology Research Center, Baltimore, MD and other NIH facilities in the MD metropolitan area. Work will be performed at the Rocky Mountain Laboratory, Hamilton, MT and the NIAID Integrated Research facility in Frederick, MD. The awardee shall conduct thorough plan reviews for NIH laboratory renovations and new construction activities and provide advice or guidance to the Division of Occupational Health and Safety (DOHS) staff through professional reports; assist the DOHS with the NIH validation and acceptance phases of new research facilities, including high containment (Animal Biosafety Level 3 and 4 and Biosafety Level 3 and 4 laboratories) prior to occupancy; conduct safety engineering reviews of existing facilities and new construction to ensure all applicable safety guidelines, standards and requirements are adhered to; provide training on various safety and engineering topics as it relates to occupational safety and health issues; ensure and provide safety communication; serve as an advocate for the DOHS at meetings; and perform general and local exhaust ventiliation studies, indoor air quality studies, and many other program support activities. The anticipated performance period shall be for a base period from the award date through twelve months with four (4) one year option periods. This procurement is a total 100% 8(a) competitive set-aside. All interested 8(a) vendors under NAICS 541330 are encouraged to submit a proposal. The anticipated release date of RFP NIHOD2009101 is mid to late January 2009 with an anticipated proposal due date in late February 2009. The solicitation and any documents related to this procurement will be available over the internet at the FedBizOpps website. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
