Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, Federal Acquisition Circular (FAC) 2005-28, 12 Dec 2008. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28, 12 Dec 2008. The following FAR clauses and provisions apply to this acquisition: FAR 52.204-6, Data Universal Number Systems (DUNS) Number; 52-204-7, Central Contractor Registration; 52.212-1 Instructions to Offerors-Commercial Items – provisions and clauses in effect are incorporated into the solicitation; and 52.212-3 Offeror Representations and Certifications - Commercial Items; Offerors are requested to provide a completed copy of this provision with their offer. Offerors shall complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 51.212-3 Offeror Representations and Certifications - Commercial Items. FAR 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration. FAR 52.217-9 Option to Extend the Term of the Contract. Contract Terms And Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply to this acquisition Required Central Contractor Registration applies to this acquisition. The complete text of any of the clauses and provisions effective on the date of the latest Federal Acquisition Circular is available electronically from the following site: http://farsite.hill.af.mil/vffar1.htm All Trash will be removed and lawfully disposed of in a proper facility. Any hazardous or toxic materials will be removed and lawfully disposed of in a legal manner so as not to harm the environment. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 20043329 and is issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) number is 562111 and the small business size standard is $12.5 million. The period of performance shall be base period with four 1-year options, estimated period of performance is on or about February 1, 2009. The place of performance is Yuma Border Patrol, Yuma Arizona. All interested providers must be located within a 50 mile radius of Yuma and located in the state of Arizona. Proposals will be evaluated based on price, past performance and location of the provider. Interested parties should notify Teresa Nechvatal via email at TERESA.NECHVATAL@DHS.GOV not later than January 2, 2009. As part of the notification, interested parties should verify that they are able to meet all of the technical requirements outlined in the attached Statement of Work (SOW). Vendors are also required to have an active registration in Central Contractor Registration (CCR) and must submit their DUNS number and Tax ID Number. Notifications of interest must be submitted in writing via email; neither faxed offers nor phone calls will be accepted. Notifications that do not address all the required information will not be considered. This solicitation is submitted with two (2) Attachments: (1)The attached SOW outlines the various locations and frequency requirements for the Yuma Sector via Frequency Charts. Vendors will submit offers to include all additional option years. (2)The attached Wage Determination is for Yuma County, Arizona.
