Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number W912HZ-09-T-0007 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28. It is anticipated that award of a FIRM-FIXED-PRICE contract will be made to the responsive, responsible bidder, submitting the lowest price. THIS SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS CONCERNS, AND THE ASSOCIATED NAICS CODE IS 541711. THE SMALL BUSINESS SIZE STANDARD IS 500 EMPLOYEES. The USACE, Engineering Research & Development Center (ERDC), has a need for the following: STATEMENT OF WORK: The contractor shall provide microsatellite DNA libraries for 3 species of the plant genus Erigeron, using DNA solutions provided by ERDC. Create at least 4 enriched libraries, using codon motifs selected by ERDC, for each species; Erigeron lemmonii, Erigeron arisolius, and Erigeron neomexicanus with the requirement that at least two of these libraries, per species, shall be enriched to 50% or greater and shall contain at least 10,000 recombinant cells. Sequence nine clones from each of the four libraries and report these results to ERDC. Pursuant to consultation with ERDC, a minimum of another 96 clones from libraries that look the most promising shall be sequenced for each of the three species of Erigeron. Design PCR amplification primers for all of microsatellite- containing sequences for each of the three species of Erigeron. Identify the most promising microsatellite loci identified, synthesize and test those primers for consistent PCR amplification and allelic polymorphism using DNA from samples of six to eight individuals provided by ERDC. The contractor must guarantee to deliver at least 10 primer pairs per species that amplify product from genomic DNA. Provide ERDC with all data from the enrichment process, sequencing, and primer design, including libraries showing evidence of enrichment, electropherograms, text files, primer design files and amplification instructions for each of the three species of Erigeron. All data, libraries, and microsatellite information shall be delivered to ERDC within 10 weeks of delivery of species DNA solution to contractor. ERDC will deliver the DNA solutions to the contractor within 60 days after date of contract award. Performance Metric: Successfully complete ALL requirements described in the Statement of Work. Failure to complete ANY single requirement described in the Statement of Work will be considered unsuccessful performance. All work performed and microsatellite data produced by contractor shall belong exclusively to ERDC, for its use, with the exception of resale.
