- The US Joint Munitions & Lethality Army Contracting Command(JM&L LCMC), Picatinny Arsenal, NJ is seeking potential sources to design, fabricate and test 5.56mm Small Caliber M855 Ball Cartridge with an Aluminum Cartridge Case. The candidate aluminum cartridge will utilize the current production projectile, primer and propellant. Interested sources shall provide evidence of technical expertise which consists of the following abilities: demonstrate application of aluminum alloys fabrication process, material properties necessary for application as small caliber cartridge cases, previous efforts in the design of aluminum cartridge cases in 5.56mm, expertise in finite element stress analysis, quality functional deployment analysis, fabricated significant quantity using production methods, and access to in-house or commercial ballistic test facilities with appropriate test weapons. In addition, respondents must demonstrate that they have experience in the modernized production lines at the Lake City Ammunition Plant in particular the Small Caliber Ammunition Manufacturing Plant (SCAMP) lines that are uniquely designed around rotary turrets operating at 1,200 parts per minute. This announcement is for informational planning purposes only, and is not a Request For Proposal. This notice does not obligate the Government to issue a request for proposal. Interested manufacturers are requested to submit a capabilities statement, not to exceed 25 pages, by e-mail to joan.williams3@us.army.mil by COB 30 January 2009.In addition interested manufacturers should provide their address, point of contact with telephone number, e-mail address and size of business (small business). The Government is not obligated to notify respondents of the results of this survey.
