Description
NAICS Code: 314110 The Environmental Protection Agency (EPA) intends to award on a sole source basis in accordance with FAR Clause 6.302-1 to Tandus US, LLC, 1735 Cleveland Way, Dalton, GA 30721 to purchase and install 5,310 square yards of Nomad ER3RS 18" Modular Carpet Tile. Twenty onehundred square yards will be used to replace existing Nomad ER3RS modular tile carpet in the Ariel Rios North Building (ARN) and Ronald Reagan Building (RRB) and 3,110 square yards will supplement the Facility Management Division's existing attic stock. EPA began using the Nomad ER3RS 18" Modular carpet tile exclusively in the ARN and RRB, which have over 1,610, 993 square feet of space, in 1999 and 2002 respectively. The Nomad carpet meets environmental standards, i.e., 100% type dyed nylon, pre-applied peel and stick backing adhesive, backing that has a VOC level 20 times less than recommended standards and it is 100% recyclable. Tandus discontinued production of the Nomad ER3RS 18" Modular Carpet Tile in December 2004 but continued to make Nomad for EPA. EPA has maintained attic stock of the Nomad ER3RS 18" Modular carpet tile over the years for office reconfiguration projects and replacing water damaged carpet due to flooding in the buildings. The sole source award for the carpet will maintain the existing aesthetical features of the work environment in these buildings and allow EPA to take advantage of the volume discount offered by Tandus US, LLC. The supplies and services to be provided are commercial within the meaning of FAR Clause 52.212.1. This statutory authority for other than full and open competition is USC 2304 (c) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the Nomad ER3RS 18" Modular Carpet Tile that meets or exceeds the stated environmental standards must indicate their interest on or before January 15, 2010. Oral communications are not acceptable. No quotation/proposal received in response to this notice shall be considered since this synopsis cannot be considered a Request for Quotation/proposal. All responsible sources will be considered for evaluating the determination to issue a sole source contract. The purchase order will be issued on or about January 19, 2010 and will be for a period of 12 months. The NAICS code is 314110, Carpet and Rug Mills. The Government will not be responsible for any costs incurred in responding to this notice.
