- CURRENTLY THERE ARE NO FUNDS AVAILABLE FOR THIS CONTRACT. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. This project is for the installation/construction of helicopter refueling facilities in the Malmstrom AFB Missile Complex, (Great Falls) Montana. Work consists of the contractor providing all labor, equipment, transportation, materials, quality control and supervision necessary to renovate the security offices to include: •· Reinforced Concrete Pad: Clear and grub an area 20' X 35'; emplace a 6 inch aggregate base; on the aggregate base construct a 10' X 20' X 10 inch reinforced concrete pad; surround the 10 inch pad with a 20' X 35' X 6 inch reinforced concrete pad. •· Provide Power to the Refueling Site: Bore under the MAF access road approximately 40 feet in vicinity of the helipad access road; excavate a 2 feet deep trench a total of approximately 450 feet in length from around the edge of the concrete pad nearest the helipad and the helipad access road, along the helipad access road to the bored MAF access road crossing, along the far side of the MAF access road to the 103 Room at the MAF; install pull boxes and approximately 450' of 2" schedule 80 PVC raceway and approximately 115' of 1" schedule 80 raceway to contain sufficient #2 and #3 gauge copper cable to power the fuel pump, electric fuel hose reel and security lighting. •· Emergency Shutoff Switch: Embed a 4" X 4" X 8' post 4 feet deep beside the trench dug along the access road 50 feet from the reinforced concrete pad; install an Emergency Shutoff Switch flush with the top of the post and a pull box 1' above grade. •· Security Fencing and Bollards: Install 8 each 3" steel posts and 4 each 4" steel corner posts around the 20' X 35' reinforced concrete pad; install 8' access gate facing the helipad; install 7' security fence around the exterior of the steel posts; mount a panel/breaker box on the corner post nearest the helipad and MAF access road junction. Install nine each 8' bollards protruding 4' above the reinforced concrete pad. •· Security Lighting: Mount two dual light mounting brackets complete with two each 250 watt high pressure sodium lights on the corner fence posts nearest the Helipad access road/MAF access road junction and the corner post located diagonally from it. •· Fuel Tank and Pump Installation: Load and transport the 4,000 gallon Convault® fuel tank (government supplied material), pump and other equipment required for the establishment of the refueling site from Malmstrom AFB to G-01 and M-01 respectively; unload and place the tank on the 10' X 20' X 10" reinforced concrete pad on a grout bed; unload and properly install the remaining equipment to include pump with electric rewind and refueling hose; and fill the fuel tanks and perform operational tests on the equipment. This Request For Proposal will be available on or about 8 February 2010. The Request For Proposal will close on or about 10 March 2010. The Performance Period for this project is one hundred eighty (180) calendar days after receiving the Notice to Proceed. The Notice to Proceed will be issued within 10 days after award of contract. This acquisition is set-aside for HUBZone businesses. The Request For Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. Potential contractors must be currently registered in the Central Contractor Registry to be eligible for award. (See Internet Site: http://ccr.gov. All responsible sources may submit an offer good through 28 July 2010, which shall be considered by the agency. Potential contractors must also be currently registered with ORCA. (See Internet Site: http://orca.bpn.gov/ ). The magnitude of this project is between $100,000.00 and $500,000.00.
