- Courtroom Litigation Technology Services Solicitation (as amended) The U.S. Department of Labor seeks a vendor to provide the following professional courtroom litigation technology services for a five (5) week document intensive trial in the United States District Court for the District of New Jersey, located in Newark, NJ, commencing on March 2, 2010 through April 5, 2010. In general, the work is to provide the government with a technician, in support of our team of trial lawyers, to present in a courtroom on a large screen and monitors, approximately 21,000 pages of documents in digital format and play up to 4 videos, with the capability of quickly locating and uploading a particular document or documents, and enlarging and highlighting portions thereof, together with the necessary pretrial preparation, including the loading and editing of the digital documents and videos into a presentation software application. Services to be provided: 1. Project management and coordination services including surveying the courtroom to make recommendations to the team of trial lawyers as to the best placement of A/V presentation equipment, and coordinate with courtroom personnel; oversee document and video processing; oversee loading of documents and videos into the vendor's trial presentation software application digital database; and, coordinate and manage on-site staff and equipment; 2. Pretrial document management including: (a) loading of approximately 21,000 pages of documents already in pdf format into vendor's trial presentation software application; (b) loading one (1) video deposition (already in MPEG1 format and synchronized to the transcript) into the vendor's trial presentation software application (c) loading three (3) videos (in VHS/DVD format) into the vendor's trial presentation software application 3. Provide A/V presentation equipment (approx. 5-week rental), deliver and setup: (a) War room: •· Laptop •· Projector •· Projection screen •· Audio system/speakers •· Cables (b) Courtroom •· Laptop (2) •· Projector •· Projection screen •· Flat panel monitors (4 - minimum 14 inch) - for judge, witness, and 2 counsel tables •· Flat panel monitors (2 - minimum 52 inch) - for each side of jury box •· Audio system/speakers •· Printer (color) •· Scanner •· Switching/distribution devices •· Cables 4. Trial support (on-site) (a) Trial Technician to set up and test all A/V equipment, and operate the A/V equipment in court for duration of trial (on the basis of 12 hrs/day for 25 trial days (M-F)). All A/V equipment to be provided (and operated) by vendor. (b) Trial Technician rehearsals with trial team (on the basis of 8 hrs/day for 5 days) 5. Travel Travel expenses (if applicable), i.e., lodging, meals, and transportation Note: In original solicitation (prior to this amendment), cancellation provision costs were included as a possible additional cost element. This has been removed, and such costs should not be included in quotations submitted for this requirement. Information on reimbursement of costs related to government cancellation of contracts is provided in Federal Acquisition Regulations (FAR), Part 52.249-2; Termination for Convenience of the Government (Fixed-Price). The Government intends to award a single contract for these services to the quotation representing the best value to the Government, price and other factors considered. The other factors are: •1) the technical merit of the quote in terms of expressing the vendor's capability to perform the services in a high quality and timely manner; and •2) the extent of the vendor's prior experience in providing similar services. In support of item 2 above, vendors shall briefly describe their prior experience in performing services of a similar nature (e.g., audio-visual presentations in Federal district courts), identifying the district court and judges in whose courtroom you worked, the number of trials, the dates of service, the length of the trials, and the quantity of documents and other materials presented or handled. Additionally, vendor is requested to provide references (no more than 3) related to any prior experience identified, including the party for whom the services were provided (name of contact person and either telephone number or e-mail address). In addition, where party for whom the services were provided was a federal agency, that agency should be named. Submission of Quotations Your quotation must be itemized to provide a firm-fixed price for each service item identified above in the section Services to be Provided, and a total, firm-fixed price for the entire contract.
