Description
Notice of Intent to Sole Source: The Department of Homeland Security, Customs and Border Protection intend to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Raytheon Company for the procurement of SeaVue Radar systems and technical support services. This is a non-competitive contract action under the authority of FAR 6.302-1 (a) (2) (ii) – only one responsible source and no other supplies or services will satisfy agency requirements considered as a logical follow on. The SeaVue Radar is part of the Office of Air and Marine (OAM) avionics operational inventory and established aircraft configuration baseline. Related efforts performed by the Raytheon Company while supporting the Ocean Surveillance Initiative (OSI) using an OAM DHC-8 aircraft configured with the SeaVue Radar system resulted in the development of advanced radar software and processing upgrades making this a logical follow on. This action provides for the procurement of SeaVue Radar systems, spares, subcomponents, technical and repair services, technical data, and software upgrade and production support services. The SeaVue Radar system will be supplied as Government Furnished Equipment (GFE) to support DHC-8 production line, ongoing P-3 aircraft operational enhancements and introduced as mission sensor for the Predator B Unmanned Aircraft System (UAS). This notice is neither a request for proposal nor and invitation for bids. However, sources responding to this synopsis prior to the close of business of the response date will be evaluated for systems availability in meeting the Office of Air and Marine (OAM) requirements. There is no formal solicitation available for this requirement at this time. Companies interested in subcontracting opportunities should contact Raytheon Company directly. See Numbered Note 22.
