Description
The proposed project will be identified as the Railroad Scale Rehabilitation and will be constructed at the Joint Systems Manufacturing Center (JSMC), Lima, OH. The scope includes demolition and deconstruction of the existing scale, scale house and construction of a new scale and new equipment shed. This work requires dismantling of the existing scale, scale house and associated rail on Track # 13 to include back filling the demolished scale pit with lean concrete, leveling the surface, rebuilding Track # 13, returning it to service and other incidental work in accordance with the plans and specifications.. The existing scale house contains Asbestos Containing Materials (ACM) and will be removed in accordance with the plans and specifications. It is estimated that he quantity of ACM is approximately 1 (one) cubic yard and this estimate will form the basis of the bidders price. The payment to the contractor will be based on the actual quantity of ACM measured and removed. Construction of the new scale and equipment shed will be located on Track # 4. This work requires removal of the existing track, construction of a scale foundation, furnishing and installing the new equipment shed, installation of a new 200 ton scale, reconstruction of the track and incidental work in accordance with the plans and specifications. The North American Industry Classification (NAICS) Code is 236220. The estimated price range is between $250,000 and $500,000. The project will be a small business set aside. The basis for award is a low price technically acceptable process (LPTA). Under LPTA, proposals will be evaluated by the government in accordance with the following criteria: Prime Contractor Experience, Past Performance and Price. This will be a Go/No Go evaluation. Firms that are rated as technically acceptable will then be evaluated based on price. The award will be based on low price. Site visit information will be provided in the solicitation document. The contract duration is approximately 180 calendar days from Notice to Proceed (NTP). The solicitation issue date is 20 January 2010. The solicitation will be available by download only.
