Description
This is a request for information.NASA Glenn Research Center (GRC) is hereby requesting information from interested sourcesfor potential development of GRCs north campus, which is located on the North side ofBrookpark Road across from NASAs main entrance and the Cleveland Hopkins InternationalAirport. Currently Building 500 and 501, totaling 204,593 square feet in area, with anapproximate capacity of 1050 personnel, exist on this 18.88 acre site along with aparking lot for approximately 800 vehicles. Attached are the floor plans, site plan, and aerial photograph.NASA GRC intends to demolish Buildings 500 and 501, remove the Underpass Roadway andBridges, and to generally clear the site. NASA intends to enable the redevelopment ofNASAs land by the private sector in a manner that supports the Agencys missions. NASAGRC envisions that NASAs North Campus land could be developed by the private sector asan office and technology park to house NASA Support Service Contractors, aerospacepartners, or provide general office space to the private sectors utilization. Building 501 has no existing occupants. The existing NASA civil servant occupants inBuilding 500 will be relocated to GRCs main campus offices in February 2010. Theremaining support service contractor in Building 500, with approximately 325 personnel,will be looking to commercial office facilities to house their employees. Building 500 isintended to be vacated in the Spring of 2010. The purpose of this notice is to help NASA identify parties who may be interested andcapable of providing a development concept for the north campus in advance of thescheduled demolition of the buildings (demolition currently scheduled to commence summer2010). Any expression of interest should reflect the following assumptionsThere are no federal funds available for this activity, nor are there guaranteedtenants. NASA will consider a long-term lease of the property (land).The developer may consider concepts where NASAs existing building(s) are notdemolished.The developer must assume all financial responsibility for any construction,rehabilitation, operations, and maintenance of the North Campus site. The developer will own all permanent structures erected by the developer orabandoned by NASA as part of any redevelopment effort.The developer will demolish all permanent structures at the end of the term ofthe lease, and return the site to NASA as a green field.All redevelopment concepts must include a significant amount class A/B officespace dedicated for Aerospace related entities. The developer will offer to lease aminimum of 30% of the available office space to house NASA support service contractoroccupants. NASA will reserve the right to approve the type of tenants who lease office spacefrom the developer.The developer will be responsible to comply will all Federal, State and Localregulations related to construction, demolition, occupancy, operations, etc.Parties interested in providing a development concept for the North Campus are invited torespond to this RFI. Any response should include:- Description of Concepts to develop the north campus.- Capabilities and experience in similar development. - Minimum requirements needed from NASA to develop the north campus. It is requested that initial responses be limited to no more than 10 pages. All questions should be directed to Lori A.
