- On or about 19 January 2010, this office will issue Request for Proposals for construction of the SCOUT/ RECONNAISSANCE QUALIFICATION RANGE (SCT/RECCE), URBAN ASSAULT COURSE (UAC) AND CONVOY LIVE FIRE RANGE (CLF), PN 72172, 72173 AND 72177, FORT CARSON, COLORADO. The solicitation will close on or about 23 February 2010. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. The NAICS code for this project is 236220. The small business size standard for this NAICS code is $33,500,000 in average gross annual receipts for the past 3 years. There will be a site visit held at Bldg 9550, Ft Carson Range Control, Fort Carson, CO, on 8 February 2010 beginning at 7:30 a.m. (local time, estimated). Site visit will be via bus from that point, and will last all day. No dining facilities are available (bring food and water). To register attendance for the site visit, Contractors should contact the Fort Carson Resident Office, U.S. Army Corps of Engineers, P.O. Box 13049, Fort Carson, CO 80902, Telephone (719) 526-5448, FAX (719) 526-5365, e-mail (Carmen.B.Walker@usace.army.mil or Robert.T.Giles@usace.army.mil) prior to date of site visit. The Contractors will need to provide: names of persons attending along with name of company, phone and fax number. Contractors shall meet at the Fort Carson Resident Office. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. _______________________________________________________________________________ Project Description: (Approx. quantities) Construct a standard design Scout Reconnaissance Range (RECCE) Gunnery Complex consisting of one lane with two course roads with cross over capability. Primary facilities are located within the range complex and include the Range Operations Control Area and downrange targetry systems. Downrange targetry systems include: stationary armor and infantry targets, moving armor and infantry targets, battle positions, course roads, target maintenance access roads, site development, improvements and drainage, electrical power and targetry data cabling. Primary facilities include the 800 SF range operations center; 1,150 SF after action review building, 800 SF operations & storage building, 200 SF latrine, covered mess, ammunition and instrumentation loading docks, unit staging area, bleacher enclosure, site development and improvements, building information systems, security lighting and fencing, and electrical power. Construct a standard design Urban Assault Course (UAC). Primary facilities include the UAC, range operations and control area, downrange electrical, 800 SF operations and storage building, 120 SF ammunition breakdown building, latrine, and building information systems. Construct a Convoy Live Fire training facility. Primary facilities include the Convoy Live Fire Range, 120 SF latrine, 800 SF operations and storage building, unit staging area, operations control area, ammunition breakdown building, and building information systems. Supporting facilities include electric service, site improvement, and information systems. Request for proposal will be evaluated based on technically acceptable, low price offers. The estimated construction cost of this project is between $15,000,000 and $20,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required.
