- Please note: As of January 5, 2010 the solicitation number HSBP1010R2885 is deleted and should not be used for the purposes of this solicitation. A solicitation for EDVPTP under a new solicitation number HSBP1010R0021 was posted on January 5, 2010. The U.S. Customs and Border Protection (CBP), Office of Training and Development, Border Patrol Academy has a requirement to acquire facilities and support services to deliver Border Patrol Academy instructor-led Driving Vehicular Pursuit Training courses to incumbent OBP Agents and Customs and Border Protection Officers in one location. This acquisition is being solicited on a competitive unrestricted (full and open). North American Industry Classification System is 611692. CBP intends to award a firm fix price contract. The period of performance is for 1 (one) year and 4 (four) one year options. Background and Need The scope of this effort is to acquire facilities, vehicles, and support services needed to conduct Border Patrol Academy Instructor-Led Emergency Driving Vehicular Pursuit Training Program (EDVPTP). The Border Patrol Academy will provide all necessary instructors for the training initiative and it will also provide all vehicles required for the Emergency Driving, Skid Recovery, and Pursuit Driving modules of the training. EDVPTP is designed to provide a unified implementation of CBP Directive No. 4510-25. The program is 24 hours long and is designed to be presented in three 8-hour days. The Border Patrol Academy staff plans to train 1968 Agents and Officers during the first year. The nature of the training is Law Enforcement Sensitive and must be protected from public dissemination. Instructions The government plans to post the solicitation on or about January 5, 2010. This synopsis will be posted for approximately 15 days. Once the solicitation announcement is posted in FedBizOpps, the offerors will have approximately 30 days to submit their proposals. All dates are subject to change. It is contractor’s responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. Further, offerors are required to go on-line to their Business Partner Network at www.orca.bpn.gov to complete their online Representations and Certification Application (ORCA) prior to submittal of a proposal.
