Description
The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.105 sole source with Celmer & Associates in Ringwood, NJ for a continuation of the following service: In November of 2006 the Division of Veterinary Resources (DVR) began a long-range strategic planning exercise using the consulting services of Celmer and Associates in Ringwood, New Jersey. For the past two years Dr. Celmer has visited with many of the DVR employees, customers and advisory committees gaining insight as to ways to more efficiently manage the staff, develop teambuilding and establish mission and vision statements for the division. Primary activities will include: •Data collection through interviews and consultation with key leaders, customers, and advisors to the Division. •Data analysis and feedback of interview findings to the DVR Leadership Team and Advisory Committee. •Facilitation of strategic planning toward ongoing improvement of DVR’s functions and activities. Again, this is a notice of intent to negotiate on a sole source basis with Celmer & Associates for the continuation of services and is not a request for competitive proposals. The Government intends to issue a firm-fixed price purchase order for the services requested utilizing simplified acquisition procedures. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements by email to Garnesl@od.nih.gov, Contract Specialist by January. 12, 2010 at 1PM EST. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
