- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement to continue the software maintenance and support agreement/license renewal with DATALABS. It is the Governments intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquires/information received after established deadline of Jan,14 2010 3pm EST shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. 1. Identification of the agency and the contracting activity. VA Medical Center, Research - MAVERIC, Boston, MA *2. Nature and/or description of the action being approved. Sole Source procurement of the following: One additional year of Datalabs support and four option years as needed for licenses. Datalabs is Clinical Trials data collection software. *3. Description of the supplies or services required to meet the agency's needs (including the estimated value). 1) A database capable of handling data from large multi-site Studies 2) A management application capable of performing all core clinical trial activities. 3) A data acquisition module that allow for both remote capture (internet or client-server) and paper form data capture 4) A system with sufficient flexibility to fulfill the needs of the MAVERIC Clinical Trial Coordinating Center and the VA Biorepository. 4. Identification of the statutory authority permitting other than full and open competition. FAR 6.302-1, USC 253(c)(1) Only One Responsible Source, *5. Demonstration that the proposed contractor's unique qualifi- cations or the nature of the acquisition requires use of the authority sited. The Datalabs product is built on a Microsoft SQL 2000 server and has an easy to use clinical trial management application, that stores data in native XML format, and is inherently flexible using the emerging.NET technologies. Also, must be compatible to the teleforms, which is a current software package that MAVERIC uses. Datalabs unique solution is also the least expensive of the potential sources in the current market. We currently have this software program in house and are looking to secure additional time to utilize the licenses. *6. Description of efforts made to ensure that offers are Solicited from as many potential sources as is practicable, including whether a Commerce Business Daily notice was or will be published. The following vendors were contacted, however were unable to provide these services. No other souces available to support current softwre in use. 7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. Contracting officer will provide price/reasonableness determination upon award. 8. Description of the market survey conducted (i.e., names, of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted. Current Datalabs software in use. *9. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. We currently have the Datalabs software in house and have purchased 200 licenses; the purpose is to extend the use of these licenses for an additional year plus an option year. 10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. N/A 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. The department does not have barriers to competition. The service agreement meets the requirements for the software that is currently in use.
