Description
POC's for this effort are Joseph North, PM SMS at joseph.e.north@us.army.mil and John Nettleton, NVESD at john.nettleton@us.army.mil. All questions and white papers must be submitted via e-mail. The United States Armys Night Vision & Electronic Sensors Directorate (NVESD), in conjunction with the Product Manager Soldier Maneuver Sensors (PM SMS), both located at Fort Belvoir, Virginia, is seeking sources for development and delivery of a Green Laser Interdiction System (GLIS). The GLIS is envisioned to be a rifle-mounted Escalation of Force Laser that provides positive visible Hail and Signal Warning to approaching personnel. Sources within the United States are sought for innovative and lightweight solutions for the GLIS weapon mounted operational systems. This announcement is issued for GLIS pre-production system evaluation purposes. Submitting information for this announcement is voluntary and participants will not be compensated. The GLIS developmental program reflects a rapid acquisition strategy developed by PM SMS and NVESD. Sources shall provide a detailed design for a system consistent with the draft performance requirements listed below and the cost to deliver three (3) pre-production representative samples for initial Government Developmental Testing. The GLIS systems will be subjected to system performance evaluation and to live fire performance testing and may undergo additional environmental testing according to the standards set forth in MIL-STD-810F and MIL-STD 461E. The results of this Government testing may be used as relevant data for production contract award or awards in FY2010/2011 with a potential procurement of up to 25,000 systems over the next three (3) years. Ability to meet schedule requirements is extremely critical. The GLIS is a compact and weapon mountable Escalation of Force Laser system and shall be designed to meet or exceed the following characteristics (T=threshold, O=objective): 1)Wavelength Green(T), various effective colors (O) 2)Operational Effective Range (OER) 300 meters (T), 1000 meters (O) 3)Irradiance at OER 5 micro-Watts/cm^2 to 10 micro-Watts/cm^2 (T & O) 4)Nominal Ocular Hazard Distance less than 66 meters (T), 0 meters (O) 5)Beam Divergence 5 mRad (T), 10 mRad (O) 6)Weight less than 14 ounces (T), less than 6 ounces (O) 7)Operating Modes Continuous and Pulsing fix rep rate (T), Continuous and Pulsing at user selected rep rate (O) 8)Electrical Power no tools used, no improper insertion, 123 or AA batteries (T), one 123 or AA battery with visual life indicator (O) 9)Operational Lifetime with one set of batteries more than 2 hours (T), more than 6 hours (O) 10)Operational Temperature Range - -20 to +49 deg C (T), -35 to +65 deg C (O) 11)Weapons to Mount to using Picatinny 1913 rail M4, M16 (T), plus M249, M240, M2, MK19 (O) 12)Boresight to Host Weapon (T & O) 13)Stand Alone Operation Mount to pistol grip (T), add Day Sight for day use (O) 14)Indicators Visible laser itself (T), LED for System ON & Laser ON (O) 15)Drop to hard surface - more than 1 meter (T), more than 2 meters (O) 16)Water Submersion (1 hour) - more than 1 meter (T), more than 2 meters (O) 17)System Production Cost - less than $2000 (T), less than $500 (O) NVESD welcomes white papers recommending systems that will meet the suggested requirements in the specified time frame. White papers should describe the contractors experience in design, development, fabrication and testing of similar systems, detailed specifications of their systems, organizational capabilities and a Rough Order of Magnitude (ROM) for unit cost for potential future Government procurements, and the cost for providing the Government with three (3) pre-production GLIS units. The Government plans to award contracts for the pre-production GLIS units two weeks after the response date listed above. Cost for the 3 pre-production systems will be no more than $30,000. The Government plans to take acceptance of all deliverables (the 3 pre-production GLIS units) 45 days after contract award. The white paper should also address any other features of your system that may enhance its utility to the Army. White papers should not exceed 10 pages in length. The data received in response to this RFI is for information purposes only and does not mandate or impose requirements. It is desirable that data be received with unlimited rights to the Government. However, it is recognized that proprietary data may be included with the information provided. If so, clearly mark all proprietary information and clearly separate it from the unrestricted information as an addendum. In addition, Classified information shall NOT be included in this White Paper Response. All responses to this market research shall be submitted by 4pm on the response date listed above.
