Description
The purpose of this announcement is to inform industry of the Federal Aviation Administration's (FAA) decision to make a single source award to The MITRE Corporation for the operation of the Center for Advanced Aviation System (CAASD). CAASD is the FAA's Federally Funded Research and Development Center (FFRDC). CAASD operates under a Memorandum of Agreement with The MITRE Corporation. The planned contract is for a Cost-Plus-Fixed-Fee (CPFF) 5-year base with one 5-year option. The estimated ceiling value is $2.8 billion, including the option. The FAA's target date for award is August 2, 2010 to provide continuous contractual coverage and facilitate transition of CAASD operations. The current contract expires September 30, 2010. The CAASD mission is to perform the studies, analyses and concept formulation for continued advanced aviation research for modernization and development of the National Airspace System (NAS) including: (a) the NAS Enterprise Architecture (NAS EA) and planned related improvements to 2025 and beyond; (b) specific Air Traffic Management (ATM) modernization efforts in the fields of communications, navigation, surveillance, satellite-based guidance systems, and major ATC/ATM automation (tower, terminal, oceanic, and en route); (c) ATM functionality, operational concepts, and procedures; (d) NAS aviation safety research and technical analyses, (e) NAS-wide information and airspace security; (f) operational and experimental test and evaluation of NAS system capabilities, procedures, and processes; (g) performance analysis and assessment of ATM systems; (h) NAS prototype development; (i) avionics performance as it relates to procedure development and optimizing procedures to improve NAS operations; (j) industry equipage and performance; and (k) economic analysis of impacts on NAS operators and users and (l) as trusted third party, gather, aggregate and interpret sensitive/proprietary aviation-related information for the FAA. Functional areas supported by the CAASD include: Air Traffic Control (ATC); Air Traffic Management (ATM); Aviation Research; NAS Systems Development; Traffic Flow Management; Communications, Navigation and Surveillance (CNS) Systems, Avionics, Systems Engineering; Aviation Safety; Global Harmonization; Human Factors; and Policy, Planning and International Aviation. CAASD will continue to play a key role in defining and achieving the Next Generation Air Transportation System (NextGen) vision. Support for major technical programs will continue to include the five transformational NextGen programs including Automatic Dependent Surveillance Broadcast (ADS-B), System-Wide Information Management (SWIM), Data Communications, NextGen Communications, Network Enabled Weather (NNEW) and National Airspace System Voice Switch (NVS). Other key technical programs supported include Performance- Based NAS (including Required Navigation Performance (RNP) and Area Navigation (RNAV)), Collaborative Decision Making (CDM), Cockpit Display of Traffic Information (CDTI), Safety Management System (SMS), NAS-wide Information Security (INFOSEC), En Route Automation Modernization (ERAM), 4-D Weather Cube, Airport Surface Detection Equipment Model X (ASDE-X), Terminal Flight Data Management System, Traffic Flow Management System, NAS continuity planning, satellite navigation, surveillance, communications, airspace design and analysis, and airport capacity programs. This announcement is not a request for proposals. The FAA is not seeking or accepting unsolicited proposals.
