Description
The US Marine Corps Casualty Office is seeking qualified sources capable of providing maintenance support to their Casualty Assistance Calls Officer (CACO) training program. Support such as editing, dubbing and other material changes are required to update their library of video, print and support media. The CACO acts on behalf of the Commandant of the Marine Corps in assisting the survivors of active duty Marines from the initial death notification to assistance with coordinating funeral arrangements and applying for benefits and entitlements with various organizations. The CACO training program is executed through a combination of video vignettes and self-paced training slides depicting a variety scenarios and circumstances that a CACO might encounter. The existing library of media products must be updated with audio, video, and other content edits to reflect changes in prevailing laws and regulations that impact benefits, entitlements, and protocols. The objectives of the maintenance effort are to: 1) Provide content updates to the existing slideshow and video/audio media on a semi-annual (2x) basis; 2) Validate the material content prior to production/reproduction; 3) Coordinate with casualty program staff to identify areas of future effort, or prospective improvement; and 4) Maintain configuration control over the production versions and ensure the format integrity. The contractor is responsible for coordinating with casualty staff, providing qualified staff to accommodate the changes, and identifying either in-house, or ancillary requirements (e.g., production facilities, editing machines, etc.) to accomplish the work requirements. Material examples are available on the USMC Casualty Website located at: www.manpower.usmc.mil. The government envisions establishing a contract, or task order, on a firm fixed price basis with one base period and four options. Firms possessing the capacity to accomplish the cited work requirements should provide a NTE 7-page response addressing the stated objectives; cite two contract performance references comparable in scope; provide a copy of, or link to their MOBIS 874 GSA Schedule or any other Government-Wide Acquisition Contracts (GWAC); and identify a point of contact within the company. Ensure the subject line on the submission reads: CACO Media Maintenance RFI - "insert name of company." Responses are due back to Mr. Brad Backus at Bradford.backus@usmc.mil on or before 15 January 2010.
