Description
The Department of Veterans Affairs (VA), Office of Construction & Facilities Management is looking for historic preservation firms that are SDVOSB, VOSB, and/or WOSB. Additionally, the VA is looking for firms that are SBA certified in the following programs: 8(a), 8(a) ANC, HUBZone and SDB. The firm must be a firm approved under NAICS Code 541690 with a small business size standard of $7.0 Million. The professional historic preservation firm will assist with National Historic Preservation Act (NHPA) compliance at various VHA, NCA, and VBA locations throughout the country. VA requires on-going technical support of its historic preservation program to provide timely project assistance. Work may include assistance with: providing draft and final consultation materials, identification of appropriate consulting parties, advice on working with SHPO, ACHP and other appropriate parties, identification of historic properties, development of resolution agreements, and implementing stipulations. The following specific tasks may be necessary: Section 106 and 110 consultation support services (working with SHPOs, THPOs, ACHP, tribes, other groups, the public), developing agreement documents (Memoranda of Agreements, Programmatic Agreements, NAGPRA Plans of Action, curation agreements, etc.), assisting with implementing agreement documents, developing historic preservation guidance for the field (regions, networks, facilities), developing and providing training and support, providing ongoing management assistance, architectural services (historic structures reports, alternatives analyses), archaeological services (archaeological monitoring, survey, testing), assisting in coordination with NEPA compliance, implementing mitigation documentation including preparation of HABS/HAER documents, interpretive plans and programs, and other specialized products, and resource identification and/or assessment. Criteria Governing Services are Protection of Historic Properties, 36 CFR 800, Protection of Archeological Resources, 43 CFR 7, Native American Graves and Repatriation Act, 43 CFR 10, Cultural Resource Management, and VA Directive and Handbook 7545. Qualifications: Contractor, including key personnel, must meet the Department of the Interior Professional Qualification Standards (36 CFR 61) for history, archaeology, architectural history, or historic architecture. Contractor must demonstrate at least 15 years of implementing NHPA Section 106 consultation. In addition, contractor must have, within the past 3 years, at a minimum: developed federal agency cultural resource policy implementation guidelines; developed and administered cultural resource training to federal employees and contractors; developed and implemented historic property interpretation as required by compliance agreement documents; overseen government-to-government consultation with federally-recognized Native American Tribes, including preparation of an NAGPRA Plan of Action when required; assisted federal agencies with Section 106 compliance; and overseen National Register of Historic Places nominations.
