- The Defense Supply Center Philadelphia (DSCP) Container Program is seeking industry feedback from interested parties concerning the supply of certain containers to military and federal activities. This is not a solicitation and the Government does not intend to award a contract on the basis of this request for information. The subject containers are: •20 Foot New ISO Containers oNSN 8150-01-463-8553 oEstimated Yearly Quantity 3500 each •20 Foot Refurbished Containers oNSN 8150-01-463-3177 oEstimated Yearly Quantity 310 each •40 Foot New ISO Containers oNSN 8150-01-463-8555 oEstimated Yearly Quantity 130 each •40 Foot Refurbished Containers oNSN 8150-01-463-3182 oEstimated Yearly Quantity 80 each DSCP intends to solicit offers from the commercial industry for the above listed containers. This request is being issued in order to support the needs of the military services and other federal agencies on a worldwide basis. DSCP intends to solicit offers from the commercial industry and ultimately issue contract(s) to responsible sources that offer a fair and reasonable price. This is being done in order to provide our customers with quality containers that will satisfy their requirements. Any resulting solicitation will be issued in accordance with FAR Part 12, Acquisition of Commercial Items. Any contract(s) issued as a result of the solicitation will be issued as indefinite delivery indefinite quantity contracts (IDIQ) which will offer a nominal guaranteed minimum. It is proposed to issue the contract(s) for a total of four years that includes a single base year and three (3), one-year option periods. The contract(s) will be issued on an all or none basis. It is DSCP’s intention to issue multiple long-term IDIQ contracts and to compete each individual delivery requirement between those vendors that receive a contract. The offerors base year price will be a “ceiling” price. The base year “ceiling” price will be subject to an annual economic price adjustment (EPA) up to 10% per year. This EPA adjustment will be considered during the “option” period of the contract ONLY. The EPA adjustment will not be considered during the competition of each individual delivery requirement therefore base year “ceiling” price cannot be exceeded during the competitive process. The competitive procedures that will be used for the individual delivery requirements will issued by way of an informal request for quote (RFQ). This RFQ will describe the quantity, delivery location and additional evaluation criteria such as past performance and/or urgent delivery requirements. Once all offers are received an evaluation will be made. Interested parties are encouraged to download and complete the questionnaire at http://www.dscp.dla.mil/gi/containers/RFIIntro.asp.
