- Fort Carson Directorate of Contracting (DOC) is seeking to identify the interest of 8(a), HUB Zone, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Small Businesses, who are experienced in cable abatement. Responses to this sources sought notice are due no later than 22 January 2010, 1200 MST. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. All offerors are advised that this project may be revised or cancelled at any time during the sources sought, synopsis, solicitation, selection, evaluation, negotiation, and final award. Work to be performed within the North American Industry Classification System (NAICS) Code 238210 with a size standard of $14,000,000.00. Contractors shall be expected to remove and salvage all exterior abandoned cable (Copper/Fiber/Utilities), located on Fort Carson, CO. Anticipated work will include surveying designated areas which contain abandoned cable, identifying and marking abandoned cable for reclamation, and after coordination remove/salvage said abandoned cable. The estimated amount of abandoned copper and fiber cable is at least 20,000 feet. Some of this cable is in existing duct systems while others are direct buried or overhead aerial. The services will require a minimum of two personnel with outside plant experience to survey and identify cable that qualifies for reclamation, a crew with experience to safely remove, preserve, and reclaim cable, a crew of repair technicians with the ability to repair cable in case active cables are cut or damaged, and appropriate safety supervision and equipment required by OSHA. The contractor will be required to provide all labor, materials, and equipment for this project at no cost to the Government. The contractor will retain the right to salvage the reclaimed copper, fiber, and utilities cable at current market values. In your response, please indicate your companys willingness to accept this payment arrangement. Fort Carson DOC will be issuing the solicitation, award, and contract modifications. In responding to this sources sought, please indicate your: (1) interest as a prime contractor, teaming partner, or joint venture, and indicate (2) all of the socio-economic categories applicable to your business (i.e. 8(a), Service-Disabled Veteran-Owned, and/or HUB Zone certified, large, or small), (3) brief description of your firms past experience relating to this requirement to include specific experience with surveying and removing cable, (4) overall bonding capacity, and (5) company information (name, point of contact phone number/email). Submit this information to the Contract Specialist listed below via e-mail. No phone calls expressing interest will be accepted and just registering on the interested vendors list is not enough to respond to this Sources Sought announcement. Release of a synopsis of the requirement is anticipated February 2010. An actual solicitation is anticipated to be issued later that month. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FBO) web site at http://www.fbo.gov and the Army Single Face to Industry at http://acquisition.army.mil at that time. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Interested offerors MUST monitor and or register at http://www.fbo.gov and http://acquisition.army.mil in order to receive notification and/or changes to the solicitation. A formal bidders mailing list will not be kept, however, companies may indicate their interest in this solicitation by registering under the Interested Vendors List on the FBO website. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. The solicitation will also contain a requirement that the potential offeror will have completed their Offeror Representation and Certifications.
