Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the agency and the contracting activity. Central Texas Veterans Health Care System, 1901 Veterans Memorial Drive, Temple, Texas 76504. 2. Nature and/or description of the action being approved. Social Work Service is requesting adult day health care (ADHC) services for eligible veterans from Austin Groups for the Elderly, Austin, TX. 3. A description of the supplies or services required in order to meet the agencies needs. Services required are for the coordination and delivery of ADHC for eligible VA patients. Estimated costs for this procurement are unknown. 4. An identification of the statutory authority permitting other than full and open competition. FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The statutory authority allowing use of other than full and open competition is 38 USC 1720 (f) Adult Day Health Care. 5. A demonstration that the proposed contractor's unique qualifications or nature of the acquisition requires use of the authority cited. Austin Groups for the Elderly provide ADHC which is a therapeutically-oriented outpatient day program that provides health maintenance and rehabilitative services to elderly persons. ADHC is provided in a protective setting during part of the day but less than 24-hour care. Individualized programs of care are delivered by health care professionals and support staff with an emphasis of helping participants and their caregivers to develop the knowledge and skills necessary to manage care requirements in the home. 6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. The VA is mandated to provide these services IAW 41 U.S.C. 253 c (5), Title 38 U.S.C. 1720. No solicitation will be posted to www.FedBizOpps.com but information will be provided to any business entity who request information about providing ADHC services to the Veterans Administration. 7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. It is anticipated that the proposed cost to the Government will be determinate fair and reasonable when compared to rates charged to any client utilizing ADHC services at the facility. 8. A description of the market research conducted and the results or a statement of the reason market research was not conducted. Market research for adult day health care was conducted utilizing the internet. Two sources were identified, including Austin Groups for the Elderly, in the Austin, TX area. 9. Any other facts support the use of other than full and open competition. None 10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition. None 11. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
