- This is a combined synopsis/solicitation for 25,000 Mountain Big Sagebrush Seedlings in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotations (RFQ) solicitation number L10PS01835. This document incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-20. The NAICS code is 111421. The business size standard is $0.75 million.The Bureau of Land Management (BLM) at the Idaho State Office has a requirement to obtain 25000 Mountain Big Sagebrush Seedlings. DESCRIPTION OF SERVICES REQUESTEDThe BLM requests bids on a contract to rehabilitate and improve wildlife habitat in southeastern Idaho. The contract would involve planting a total of about 25,000 sagebrush seedlings, by manual or mechanical means, over an area of about 45-50 acres in the area of the Curlew Valley, Oneida County, in southeastern Idaho. The contractor would supply the adapted plant materials. Planting would occur in late autumn 2010. STATEMENT OF WORKGrow or Procure Seedlings: Procure or grow-out 25,000 healthy and viable seedlings of mountain big sagebrush (Artemisia tridentata subsp. vaseyana). At time of planting, the seedlings would be a minimum of 12 inches overall length with well-developed roots at least six inches long. Seedlings may be bare rootstock or soil plugs. The BLM will inspect the plant materials prior to planting; e.g. at two months, six months and during planting. Planting in the Field: Field Site is located in the Curlew Valley, in southwest corner of Oneida County, near the Idaho-Utah border. Four to six specific planting sites that comprise lands burned by wildfires since 2002. Topography is flat to gently rolling foothills. Handling and Planting of Seedlings: Handling and planting procedures will be followed to minimize dehydration or damage to the planting materials before and during planting; e.g. seedling roots will be maintained moist and packed to minimize seedling dehydration; the day of planting, plant materials will be soaked in water prior to planting; plant materials will be planting into holes or furrows deep enough to minimize the frequency of J-rooting when the seedlings are placed in the soil. Soil will be replaced and packed around the seedling to ensure good soil-to-root contact to facilitate seedling establishment. Planting Configuration: Furrows would be spaced about 10 ft. apart. Within furrows, plants would be spaced about 8-10 ft. apart. Spatially, plant density would be expected to range between about 440 and 680 plants per acre, with a median density of about 550 plants per acre. Season of Planting: Planting would occur in late autumn 2010, i.e. about early November through mid-December, or in early spring 2011; i.e. late March or earlier, through late April. Planting in late autumn would be preferable to early spring planting. If it should become necessary to plant in the spring of 2011, planting should be performed, the earlier the better. A 4WD tractor of at least 80 bhp would be required to pull the BLM seedling planter (below). Government Furnished Materials:The BLM would have available to the vendor, a two-person seedling planter with a standard three-point hitch. Quotes shall be received by January 20, 2010, 11:00am MDT at the Bureau of Land Management, Idaho State Office, 1387 S Vinnell Way, Boise, ID 83709-1657 or by FAX at 208-373-3915. Quotes may also be submitted by email to Janice_haener@blm.gov. All responsible offerors may submit a quotation that, if timely received, shall be considered for award.
