Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS FOR THIS ANTICIPATED SOLICITATION. The GSA Rocky Mountain Region wishes to conform to the directives of the Energy Policy Act 2005, as amended by and broadened by the Energy Independence and Security Act 2007 which amongst other goals instructs all federal agencies to consume 50% less fossil fueled energy by 2015 and 100 % less fossil fuel by 2030. This project is funded through the American Recovery and Reinvestment Act to pursue the federal goal of energy independent federal buildings. The General Services Administration, Region 8, Mountain Plains Service Center is conducting a market survey and is seeking qualified sources to provide a total "turnkey" project including design, procurement and installation of a 1.0 Mega Watt (MW) (direct drive) Wind turbine (made in America), at the Pembina Border Station facility in Pembina, ND. The contractor shall perform all professional services as necessary to provide GSA with a complete design package including, but not limited by, the requirements outlined in this Statement of Work. The design package shall include specifications, calculations and drawings which will be turned over to GSA. After approval by GSA of the final design package, the contractor shall provide all necessary construction services to successfully install the turbine. Installation completion is desired by December 31, 2010, but no later than March 31, 2011. The current estimated construction cost range is $1,500,000.00 to $2,500,000.00. The estimated project duration (design and construction) is 36 months after Notice to Proceed (NTP). The North American Industry System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. Companies who have the necessary experience in design build, as well as an interest in this project, should submit a statement of capabilities, which is not a proposal, but rather a short statement regarding the firm's expertise and experience on similar in scope to the one described in this notice. Please limit submissions to 3 pages. Firms should indicate eligibility for SBA programs and whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a) or Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Additional information related to SBA programs can be found at www.sba.gov. Statement of capabilities must be submitted no later than January 20, 2010.
