Description
The Project Manager for Joint Services Product Manager for Demilitarization Division (PM Demil), Headquarters Joint Munitions Command (HQ JMC), and the US Army Contracting Command (ACC) Rock Island Contracting Center (RICC) intends to issue Request for Proposal (RFP) W52P1J-10-R-0060. This RFP is for the demilitarization of various types of conventional ammunition for the US Army. The following is a list of the families of conventional ammunition and estimated maximum quantities to be demilitarized each year that will be included in the RFP: FamilyMax Rounds Per Year Depleting Uranium (DU) 39,000 each High Explosive Cartridges (HE Ctgs) 100,000 each Explosive D 16,928 each Cluster Bomb Units (CBU) 5,192 each Improved Conventional Munitions (ICM) 75,000 each Medium Caliber1,420,000 each Fuzes 355,000 each 106mm Cartridges 25,982 each The proposed RFP will result in a base contract and four (4) twelve month option periods. The RFP will be evaluated utilizing FAR 15.101-1 Best Value Tradeoff Procedures and will result in a single award. The PM Demil, HQ JMC, and RICC will be conducting a pre-solicitation conference to discuss the proposed acquisition strategy for the RFP and gather feedback from industry. The pre-solicitation conference will be held on 3 February 2010 at The Isle of Capri in Bettendorf, IA. The pre-solicitation conference will start at 1300 CST and end no later than 1700 CST, with on-site registration beginning at 1230 CST. Further information regarding the pre-solicitation conference can be found below. The estimated release date of the RFP is May 2010. The date in which offers are due will not be released until the RFP is issued. The response date listed on this website is for archive purposes only and is not the date in which offers are due. PLEASE NOTE: The date for RFP issuance listed above is an ESTIMATED date only and is subject to change. Prospective offerors are advised to view the Federal Business Opportunities website for any updates on issuances. This RFP will be issued electronically in accordance with FAR 4.502 and 5.102(a)(1); therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the Army Single Face to Industry (ASFI) Website at the following address via the internet: https://acquisition.army.mil/asfi/. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may result in the rejection of your proposal. Pre-Solicitation Conference: The following topics will be discussed at the pre-solicitation conference: 1)Acquisition Strategy a.Contract Type b.Evaluation Criteria c.Unique Terms and Conditions 2)Requirements a.Families and Types of Ammunition b.Estimated Quantities/Delivery Schedule c.Technical Data Packages 3)Milestones Advanced registration for the Pre-solicitation Conference is required and must be received by Ms. Regina Brecht no later than 1500 CST 26 January 2010. Each company may register up to four (4) personnel to attend the pr-solicitation conference. The POC listed below shall be furnished the full name, company address, and phone number of all attendees. Additionally, foreign attendees shall submit formal request for visit notification through their embassy. The passport number for foreign attendees shall also be provided to the POC. Please submit advanced registration to regina.brecht@us.army.mil. Questions will be accepted prior to the pre-solicitation conference. Attendees will also have the opportunity to submit questions during the pre-solicitation conference. All questions will be addressed during the conference and posted on the Army Contracting Command (ACC) Automated Acquisition Information System (AAIS) website (link to be provided at a later date). All questions submitted prior to the conference must be e-mailed to Ms. Regina Brecht with the following subject line Question Demil Pre-Solicitation Conference. Questions submitted via facsimile or telephone will not be accepted. A website for this conference will be established on the ACC AAIS website. The link will be provided through FedBizOpps at a later date. Interested parties are encouraged to periodically review the website for updated information on the pre-solicitation conference if available. A block of rooms for the pre-solicitation conference will be reserved at The Isle of Capri Hotel at a discounted rate. A limited number of rooms will be blocked; however, a discounted rate may still be offered based upon availability.
