- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with TA Instruments – Waters, LLC, of New Castle, Delaware for the purchase of a Thermogravic Analyzer (TGA)/Quadruple Mass Spectrometer (QMS) System under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Carbon Mitigation Project being conducted by the Ceramics Division of the National Institute of Standards and Technology is developing standards and measurements in the area of solid sorbents for CO2 capture applications. The analysis of CO2 sorption performance being conducted requires a gravimetric gas sorption analyzer (TGA) with a microbalance sensitivity of at least 0.5 micrograms that can accommodate up to three simultaneous gas connections. It must also operate at temperatures up to 800C and pressures up to 50 bars. The TGA must also be equipped with an integrated quadrupole mass spectrometer (QMS) for on-line analysis of multiple gases that would evolve during competitive sorption experiments. TA – Waters’ integration of a Pfeiffer QMS with its TGA is crucial for studies involving selective removal of CO2 from a gas mixture with a composition that mimics emissions from stationary sources such as power plants. While the TGA can provide accurate information about changes in mass upon gas adsorption or desorption at given temperature-pressure conditions, the integrated Pfeiffer QMS accessory can unravel in real time which specific gases are being adsorbed or desorbed. The TA-Waters integrated TGA/QMS is capable of measuring adsorption/desorption isotherms of solid samples for various gases, such as water vapor, organic vapors, hydrogen, methane, and carbon dioxide under static or dynamic flow dosing conditions, and is unique in its ability to accommodate up to three simultaneous gas connections, while also meeting NIST’s microbalance, operating temperature, and pressure requirements. The high pressure TGA/QMS offered by TA Instruments - Waters, LLC is the only commercially available integrated system that meets all of NIST’s specific research needs. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor’s commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on January 27, 2010. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
