- This is a combined synopsis/solicitation for commercial services in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals shall be valid for 30 days. This announcement constitutes the solicitation. The desired start date for this order is 1 February 2010. This requirement is set-aside for small businesses with a NAICS code of 811310 with annual sales of $7M. The Service Contract Act applies to this requirement. Evaluation of offerors will be based on lowest priced responsive offer for the basic and 4 option periods. The Request for Quote (RFQ) reference number is H94003-10-Q-5886. The place of performance is Defense Microelectronics Activity (DMEA) 4234 54th Street McClellan CA 95652. This contract will include a basic and 4 option years. The contractor shall perform semi annual and annual preventive maintenance on a Caterpillar Emergency Generator, Model Number: 3516G - Serial Number: CTL0021. Level 1 semi-annual services include visual inspection of overall generator condition. Services to include inspection of air filter service indicator, filter and cleaning as necessary. Inspect piping and air filter housing for damage, loose connections, and evidence of leaks. Air filter housing will be cleaned when air filter is cleaned or replaced. Condition of gaskets and seats shall be checked. Inspect Turbocharger for lube oil or exhaust leakage. Check for unusual noise and proper operation. Inspect Exhaust Manifold for damage, loose or missing hardware, and of exhaust leakage. Inspect Exhaust System silencer and piping for damage, corrosion, or leakage. Check condition of rain cap. Check supports for vibration damage and loose connections. Visually inspect Radiator/Heat Exchanger for leaks, damage or debris. Inspect louvers for correct operation. Visually inspect coolant for correct level and signs of contamination. Check coolant conditioner concentration and temperature protection. Check filler cap gasket and sealing surfaces. Visually inspect all hoses for deterioration. Check tightness of all connections. Check for loose or worn pulleys and lube fan drive bearing. Check fan operation and clearance. Inspect Fan Belts for wear or deterioration. Check water pump fan operation and clearance. Inspect Jacket Water Heater for proper operation. Visual and operational inspection of water pump fuel lines for connections for leaks and/or unusual noises. Inspect for leaks and tightness of connections. Check support brackets. Inspect governor lube oil level. Inspect controls and linkage for proper operation. Add lube oil as necessary. Inspect Fuel Filters (Primary and Secondary as applicable) for leaks and tightness of connections. Check support brackets. Inspect for correct oil level and for signs of contamination. Visual inspection unit for leaks. Operational check of oil pressure gauge. Inspect Crankcase Breather for proper operation. Check connections and inspect hose for deterioration. Check crankcase and note any excessive blow-by. Inspect batteries for damage or leakage. Clean and tighten all battery connections Check DC voltage power supply. Inspect Battery Charger for proper operation, loose terminals and deteriorated wiring. Inspect Starting Motor electrical connections and wiring. Operational check for abnormal engagement and cranking noises. Inspect Alternator for proper operation, loose connections and mounting hardware. Check belts, pulley, and voltage output. Monitors and safety controls will be inspected for proper operation, loose connections and wiring deterioration. Check all safety controls for proper operation (electrical test). Inspect Remote Annunciation and test panel and system alarms for proper operation. Visual Inspection of overall condition of AC Power Unit for foreign objects, loose or broken fittings, guards, and components. Inspect Space Heaters for proper operation. Inspect generator windings for foreign material, dirt and winding movement. Check Vibration Isolators for proper adjustment and hardware condition. Check start controls for proper operation and automatic start. Check voltmeter for correct readings and voltage levels. Inspect and test Automatic Transfer Switch for correct operation by simulating a utility power supply failure. Annual service will include the following: Change air filters and clean filter housing. Inspect Turbocharger for proper end play of the rotating assembly. Check and adjust valves. Inspect to insure proper valve rotation, as needed. Check Radiator cap for correct pressure rating, sealing gasket and neck sealing surface for signs of deterioration. Replace secondary fuel filter and clean primary filter. Inspect for damage, sealing, leaks, and operation. Change crankcase oil and filters. Take an oil sample for laboratory analysis. Remove, inspect, and adjust Magnetic Pickup (as needed). Check oil pressure, coolant temperature and alternator gauges for accuracy. Check coolant temperature and oil pressure sending unit switches for proper operation. Lubricate the generator end bearing. Inspect bearings for grease leakage and external discoloration. Check exciter clearance (air gap), if accessible. Inspect AC and DC conductors for insulation damage within the generator enclosure. Inspect fan and its hardware. Inspect Circuit Breakers for free movement of breakers and tight connections. Clean engine generator set control panel. Clean engine generator set connection enclosure. Perform a two hour resistive load bank. Check for correct ammeter readings while system is under load. Check Frequency Meter for correct readings under load and with no load conditions. The contractor shall also perform remedial maintenance activities when requested by the Contracting Officer.
