- Solicitation Document This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. SP0600-09-R-0144-0001 is being issued as a request for proposal. This supplemental solicitation incorporates the terms and conditions of SP0600-09-R-0144 and amendments 0001 and 0002, with the exception of the clause deletions, modifications and additions reflected herein. This is for the procurement for 6,700,000 gallons of Jet Fuel, Aviation, JP8, NSN: 9130-01-031-5816. A copy of SP0600-09-R-0144 and amendments 0001 and 0002 are available from the DESC website at http://www.desc.dla.mil or the Federal Business Opportunities website at http://www.fedbizops.gov. The estimated quantity is 6,700,000 gallons. Delivery Period: Fuel will be required during the month of March 2010. This delivery period includes a 30-day carryover period. Fuel will be lifted FOB Origin tanker from a U.S. East Coast/Gulf port or the U.S. Possessions of Puerto Rico or the Virgin Islands for the Foreign Military Sale (FMS) program. The applicable NAICS code is 324110 and the small business size is 1,500. The item under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by Trade Agreement Act of 1979. The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation - Commercial Items, is applicable to this solicitation. Offers are requested to complete Clause K1.01-10 OFFEROR REPRESENTATIONS AND CERTIFICATION – COMMERICAL ITEMS in lieu of completing the provision at 52.213-3. The provision at 52.212-4, Contract Terms and Conditions – Commercial Items and at 52.212-5, Contract Terms and Conditions Requirement to Implement Statues or Executive Orders – Commercial Items, are applicable to this solicitation. Contract award is contingent upon the receipt of funds. Proposals must be received no later than 3:00 p.m. local time, Fort Belvoir, VA on January 27, 2010. You are advised that the Government may elect not to conduct discussions after receipt of initial offers.
