This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Wheeled Storage Transport Frames (Tire Racks) for the USNS Watson This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number-W912HN-10-R-0016. This is a Request for Proposal (RFP) This solicitation is a 100% Small Business Set aside; The NAICS code is 332999 with a small business size standard of less than 500 employees. Contractor must be registered in the DOD Central contractor Registration (CCR) prior to award of this solicitation. BID SCHEDULE: CLIN 0001 Manufacture and Delivery of Wheeled Storage Transport Frames in accordance with (IAW) attached specifications and Required Delivery Date. QTY: 88 Unit of Measure Each SPECIFICATIONS: TM 38-400/NAVSUP PUB 572/AFMAN 23-210 MCO 4450.14/DLAM 4145.12, states the preferred method of storing pneumatic rubber tires, mounted and unmounted, tube and tubeless is in a vertical position. Horizontal storage is not satisfactory because of the requirement for reversing at 6 month intervals. Wheel assemblies with an average weight of 300 lbs stack 6-10 assemblies high on pallet for a minimum of 31 months; (ship cycle) would damage sidewall of tires, degrading readiness Specs for the racks: -4,000 lb capacity (maximum tire wt for HMMWV tire assembly is approx 600 lbs and 7 tires fit in the profile giving 4200 lbs max wt for max loaded racks) -Stackable to 4-high with quick disconnect fastening for possible warehouse employment during deployment. -Fits the profile of a 8.5 feet high, 8 feet wide, 20 feet long container with minimal blocking and bracing. -Loadable outside the container (must load heavy tires using MHE for stacked racks because of wt and cannot do that inside a container. Not unique to racks) -Free standing. (Don't want to have to bolt and unbolt a rack to get them in and out of containers) -Forkliftable - 4-way entry loaded and empty. (We can put in side-opening containers and dual end-opening containers to give full flexibility in loading) -One size fits most size tires. (Minimize varieties necessary to have on hand and also minimizes production costs) -Able to restrain tires in full upright orientation in all modes of transportation. -Able to restrain tires in full upright orientation when less than full rack used in all modes of transportation. -Models that can be positioned side to side (half size) with 4,000 lbs capacity for very heavy wheel assemblies. (Some tire/wheel assemblies weigh nearly 2000 lbs a tire, so having the same capacity for a rack that is half the width of the container allows you to maximize storage capacity for those items) -Reusable. -Galvanized to resist environmental deterioration. (we don't have interior storage space for keeping these racks our of the weather, and they could be exposed to various environmental conditions employed that galvanized material provides longer life at a minimal cost looking at reuse.) Technical capability is approximately equal to cost or price. WARRANTY: The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's right regard to the terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty.
