Description
The National Institute of Standards and Technology (NIST) intends to enter into a bridge order with Staffing and Beyond (Ms. Alice Hajjar), of Frederick, MD on a sole source basis for a period of three months, under the authority of 41 U.S.C. 253 (c)(1). This procurement is to allow the time necessary to conduct a new competition of these requirements, to have uninterrupted service of the current contractor, Staffing and Beyond, in order to continue to create and maintain NIST Human Resources (HR) Office’s web pages, including HR program content. This is crucial in providing up-to-date information to NIST employees in a timely fashion. This requirement f is unique because NIST is under an Alternative Personnel Management System (APMS). The rules and regulations under APMS are considerably different than the government-wide HR systems and other pay banding systems. This sole source determination is based on the Contractor’s unique expert knowledge in the APMS rules and regulations, to include the unique pay and classification structure, in addition to staffing and performance management background and knowledge, which is different than that of other government agencies, including other pay banding systems. There have been recent and significant modifications to the NIST pay-for-performance system and the incentive awards program that need to be incorporated into the HR website immediately, thus it is vital that this contract be uninterrupted; therefore, justifying NIST’s need for continued services until a new competitive process is completed.
