- This solicitation package is now available...it was a sources sought notice now it is a full solicitation package which closes on February 1, 2010. This is a sources sought notice published for market research purposes only. Anticipated NAICS code is 561320. The Idaho/Montana Acquisition Team (IMAT) is conducting market research on a possible upcoming Performance Based Solicitation for a Temporary Help Service Contract. The project is called: IMAT Zone Wide Temporary Help Services. This market research is for informational purposes only and should not be construed as a commitment of any kind. Any information received may be used, in whole or in part, to develop the acquisition strategy for any resulting procurement(s). Responders will not be compensated for information provided, and are encouraged not to provide proprietary data or business-sensitive information, as any information received may be used by the Government and/or released to the public. Montana Statewide PTAC = http://bigskyeda-edc.org/ Idaho Statewide PTAC = http://www.commerce.idaho.gov or http://www.idahoworks.com/ibn PROJECT DESCRIPTION The purpose of this performance based contract is to meet the temporary staffing needs of the Idaho Montana Acqusistion Team wich includes the Coeur dAlene, Clearwater, Nez Perce and Kootemai National Forests. The Contractor shall be the legally responsible employer and maintains that relationship during the time its employees are assigned to the Government. The Contractor shall be responsible for payroll deductions and payment of income taxes, social security (FICA), unemployment insurance, workers' compensation, etc., and shall also provide required liability insurance and bonding. The contractor shall provide a Certificate of Insurance stating their limits of liability and bonding provisions. (See FAR clause 52.212-4 Addendum for the full text of FAR 52.228-5 Insurance-Work on a Government Installation.) The Contractor shall provide the best qualified worker for each position requested and all other services necessary for furnishing workers to the point of hire. The Government will furnish tools, transportation from the point of hire, and special equipment, unless otherwise specified in the delivery order. Types of Services The types of services which may be requested include field, warehouse, and office work. The Contractor may be asked to furnish workers skilled in clerical, forestry, general labor, etc. Field-going positions will generally require the Contract employee to operate Government vehicles, which are usually pickups or sedans with automatic or manual transmissions and are either 2 or 4 wheel drive. Some positions may require collection activities; that is, selling maps and permits and the safe-keeping of Government money. Contractors shall bond each contract employee for protection from loss of receipts. Contract employees will be provided training by the Government in accordance with the Collection Officer's Manual and provided a safe-keeping place for money collected. The employee will be subject to internal controls and audits required by the Forest Service Fiscal Review and Analysis Handbook, Section 31, FSH1409.11. In addition to the National Forests that may request temporary help, the CDA Interagence Fire may request help as needed. The Aerial Fire Depot, in its support as a National Fire Cache resource, may have a need for warehouse and mechanical workers, data entry workers, and other similar positions. Period of Performance Approximately June 1, 2010 – October 1, 2013. PROJECT LOCATION/ACCESSIBILITY Location: The projected area encompassed by this inquiry will consist of the all of the land covered by Idaho Panhandle National Forest (Including the North East Corner of Washington State), Kootenai National Forest (Montana), Clearwater National Forest, Nez Perce National Forest, Coeur d’Alene Nursery, and Dispatch Centers located on each of the forest previously mentioned.
