Description
SF-1449 FAR Clause 52.212-5 for Commercial Items Service Contract Act Wage Rates RECOVERY – Riparian Area Habitat Improvements (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AG-4419-S-10-0346 (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. (IV) This solicitation is being issued as a total small business Set-Aside. The associated NAICS code is 115310, Support Activities for Forestry. The small business size standard is $7 million. (V) This combined solicitation/synopsis is for purchase of the following commercial services to improve riparian habitat strips near 10 water intakes dams located inside El Yunque National Forest. The work is as follows: 1.Determine the amount of material, disposal site, extraction method and deposition prior to any maintenance activity, and report to FS. 2.Coordinate with the AAA Water Treatment Plant in order that the plant avoids sediments intake and reduces turbidity in their activities during the process. 3.Move debris, coarse and fine material above and below dams place away from river bank or river bed down side the dam until catchment area is free of debris and sediments obstacles to supply freely a continuous flow of water to the Water Treatment Plants. 4.Remove trash and log jams within a 500 meter strip on stream crossings. 5.This project will employ contract hand labor crews to perform the work. 6.Notify FS if the intake and/or transmission system show damages. 7.No heavy equipment is authorized to use, only power hand tools. 8.Forest Service will inspect and determine if riparian zone at the general area of the water intake needs reforestation as part of the work. 9.Forest Service will supply seedlings as needed for revegetation work. 10.Forest Service will provide a map with water intakes locations, Geographic references of site and distance from access road requiring foot travel. 11.FS will determine access points and routes to use during work, no shortcuts from determined route will be allowed 12.Activities should not damage pipe system or the physical structure of the dam. 13.Do not capture shrimps during the cleaning operations. 14.Contractor must be CCR (Central Contracting Register) certified and DUNs number must be supplied with quote. 15.Contractors can submit invoice for payment at end of each two intakes cleaned with the presentation of final reports of work done, including approximate volume of debris and sediment extracted. (VI) Date(s) and place(s) of delivery and acceptance – Contract time is 90 calendar days. Work will be performed on the El Yunque National Forest, Palmer, Puerto Rico. (VII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to submit the location of the business and references for work completed for the Forest Service or other local Government Agencies. (VIII) Offers will be evaluated on past performance, proximity to the project, and the price quoted. (IX) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at HTTP://ORCA.BPN.GOV. (X) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition (XI) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 3, 4, 8i, 19, 21, 20, 22, 23, 24, 25,26 and 38. The following clauses under subparagraph (c) apply: 1and 4 This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply including the requirement to register and report at www.federalreporting.gov. The appropriate clauses are included under subparagraph (b) above. (XII) Quotes are required to be received in the contracting office no later than 4:00 PM EST on February 9, 2010. Hardcopy quotes may be sent to USDA Forest Service - EROC East, 1720 Peachtree St. NW, Atlanta, GA 30309.
