- THIS IS A SOURCES SOUGHT ANNOUNCEMENT; PLEASE DO NOT RESPOND WITH A PROPOSAL This sources sought notice is issued in an effort to conduct additional market research for information and planning purposes only. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is seeking information from all businesses (including service disabled Veteran owned, Veteran owned, women owned, disadvantaged and others) capable of performing the requirement indicated below. In your response please indicate the socioeconomic status of your business. The NAICS code is 323119 with a size standard of 500 employees. The VA intends to competitively award a contract in spring of 2010 with a base period of one year and four option periods of one year each for a total contract period of performance of five years. The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires a continuation of the current format of the Veterans Identification Card so that Veteran benefit eligibility can be readily established at VA locations as well as access interactive features and utilize new technologies for patient registration and other administrative functions in the near future. A successor card compliant with the current health industry standards for interactive benefit cards (the Member Benefit Card or MBC) will be issued as part of the Patient Centered Care Initiative (PCC) which will allow Veterans to access their individualized benefit plans through Healthevet and other means on line. It is essential (since the current contract for VIC card ends in September 28, 2010) that a successor contract for the VIC and the MBC be in place in time. The VA intends to transition from the VIC card to the MBC in late 2011 to early 2012. The current Veterans Identification Card (VIC) system was deployed more than five years ago. Cards will continue to display the veteran's picture by including a 1-inch by 1-inch color picture, use of bar code and magnetic stripe containing key identifying information providing operational efficiencies through use of an external centralized card generation facility. Future card (MBC) versions will be compliant with WEDI Health Identification Card implementation of the American National Standard, Identification Cards-Health Care Identification Cards, INCITS 284 as revised. INCITS is accredited by ANSI. The standard is an application of International card standards (ISO Standards) to health care applications in the United States. Estimated total volume of cards produced will be approximately 900,000 cards annually. The volume of cards is variable throughout the year. The Department of Veterans Affairs (VA) requests that interested contractors provide: a capability statement (five pages or less) or other information regarding their ability to satisfy the requirement described; business name; address; Duns number; size classification based on the NAICS size standard of 500 employees; socioeconomic classification; and a point of contact including phone number and email address no later than February 2, 2010.
