Description
THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS. NO AWARDS WILL RESULT FROM THIS NOTICE. The National Institutes of Health is conducting a MARKET SURVEY to determine: (1) the availability and capability of business sources; (2) whether they are small business, HUBZone, Service-Disabled Veteran-Owned, 8(a), veteran owned, Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Contractors shall indicate if they are a large or small business. (If a small business, please indicate any applicable socioeconomic status.) The NAICS code is 541330. DESCRIPTION OF THE REQUIREMENT: It is the intent to award an Indefinite Delivery, Indefinite Quantity Contract (IDIQ). Work shall be identified under individual task orders issued by the Contracting Officer. The contractor shall be capable of providing support to perform diagnostic services/troubleshoot, repair and replace Variable Frequency Drives (VFD) in the NIH buildings at locations at the NIH Campus, Bethesda, MD, NIH Animal Center, Poolesville, MD, Fort Detrick, MD, rental buildings in Bethesda and Rockville, MD, and various locations in Washington, DC. The contractor shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering and transportation necessary to accomplish the task in accordance with contract requirements. The contractor shall be responsible for all cutting and patching of holes and openings required in all existing walls, partitions, floors, ceilings, and roofs to install ductwork, piping and fixtures or components. Equipment that is required to be disconnected and relocated or re-utilized shall be removed, stored, cleaned, reinstalled, reconnected, and made operational. Existing water, sanitary, and electric lines are located near all work sites at NIH. The contractor is responsible for connecting to all utilities. NIH shall approve all utility construction and tie-ins. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., large or small), and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing all management, supervision, labor, materials, supplies, etc., as described above. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. Capability statements should not exceed twenty-five (25) pages inclusive of the cover sheet. 3) Submit Statement of Capability by 12:00 PM, February 1, 2010, to: National Institutes of Health, Office of Acquisition, Office of Research Facilities, ATTN: Joyce McCoy, Building 13 Room 2E48, 9000 Rockville Pike, Bethesda, MD 20892. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No Proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s.)
