- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project titled Interior Repairs to Building 697, Fort Devens, Massachusetts to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, 8(a), HUBZone, and Small Business concerns as described below. The NAICS code for this procurement is 236220. The estimated construction cost is between $1,000,000 and $5,000,000. The project is planned to be issued on or about 15 March 2010 and the contract performance period is 360 days. The work includes a full interior renovation of Building 697, Fort Devens. The building has been vacant and moth-balled for an extended period of time. Building 697 is a 3-story Enlisted Mens Barracks with a total of 40,460 sf. The building is a concrete structure with masonry interior/exterior walls and brick veneer. Demolition will include the removal of asbestos, lead and mold. The building layout will be altered to meet new standards for housing soldiers in a 2+2 module configuration. The exterior walls will be sheathed out and insulated from the interior. The floor, wall and ceiling finishes will be replaced. The existing double-pane windows will remain. The plumbing, HVAC, data/communications and electrical systems will be replaced. Fire protection will include new sprinkler, fire alarm and mass notifications systems. New utilities to the building will be a fire service main, electric service, data, communication and cable. This will be a LEED certifiable project and the project is registered with the US Green Building Council. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work requirements stated above. Please include a specific example of the firms relevant experience. Include any experience working in an occupied building. Responses are due February 5, 2010. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Elandria M. Cameron. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
