Description
The Department of Commerce, National Institute of Standards and Technology (NIST) intends to negotiate a sole source purchase order with North Carolina State University, Raleigh, NC for period of one year under the authority of FAR 13.106-1(b) to provide the development of access control policy testing tool for the Privilege Management and Data-Level Access Control Pilot Project for the Computer Security Division. The Access Control Policy Testing (ACPT) tool development is a part of the Privilege Management and Data-Level Access Control Pilot (PMDLACP) project, which supports information sharing between affiliated organizations such as Fusion Centers. The requirement is a continuous development of the ACPT based on the prototype system. Based on recent market research, NIST believes that the North Carolina State University is the only source that can satisfy this requirement. They are the only source that can provide the required expertise, equipment, as well an experienced research team for the development of this project. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to the North Carolina State University for one year. However, interested parties that can clearly and unambiguously demonstrate their capability shall respond to this notice and provide written evidence of such capability. All information received by 3:00 p.m., EST, February 1, 2010 will be considered by the government. Inquires will only be accepted via email to sandra.shaffner@nist.gov. A determination by the Government whether to compete this proposed acquisition will be based on responses to this notice; such determination is solely within the discretion of the Government. No telephone requests will be honored.
